On the afternoon of July 14th, the Ministry of Public Security held a press conference in Beijing, during which Li Yunlong, Deputy Director of the Anti Smuggling Bureau of the General Administration of Customs, answered questions from reporters and provided reminders.
Li Yunlong introduced that "buying through agents" smuggling is a new type of illegal and criminal behavior, which includes two forms: "buying through agents" and "buying through agents". "Arbitrage purchase" refers to the act of organizing and utilizing the qualifications and quotas of others to purchase duty-free products from offshore islands, and reselling them in the domestic market for illegal profits. "Purchasing on behalf of others" refers to the act of collecting purchasing fees and using one's own qualifications and quota to purchase duty-free goods for others. Since 2011, the Ministry of Finance has made multiple adjustments to the offshore duty-free shopping policy. Starting from July 1, 2020, the annual cumulative duty-free shopping limit for off island passengers will be increased to 100000 yuan per person, with no limit on the number of times; Maintain a single purchase quantity limit for cosmetics, mobile phones, and alcoholic products with large tax differentials and high resale risks, and require offshore duty-free products not to be resold.
Here, the Ministry of Public Security and the Anti Smuggling Department remind tourists to understand relevant regulations when traveling to Hainan Island for shopping, remember the "two nots", that is, "the qualification limit is not for sale or borrowing, and duty-free goods are no longer for sale", to avoid unintentionally touching the smuggling red line of offshore duty-free "buying", and to jointly maintain national security and economic order.
