Affected by the 5th typhoon of this year, the Beijing Tianjin Hebei region has experienced extremely rare heavy rainfall. Due to extreme heavy rainfall and upstream river flooding, the risk of waterlogging in Zhuozhou City, Hebei Province has intensified, and the flood control situation is severe.
Seven members of the first emergency rescue team from Shanghai to Zhuozhou, Zique, rushed north to participate in on-site rescue. As of now, the Shanghai Zique Emergency Rescue Team has rescued hundreds of trapped residents. On the evening of August 2nd and the morning of August 3rd, a reporter from Pengpai News interviewed Hong Yunyin, the frontline liaison officer of the Zhuozhou rescue mission of the Shanghai Zique Emergency Rescue Team.
Hong Yunyin stated that they are currently participating in the rescue efforts in Diaowa Town. Previously, they went to Baita Village and Taoyuan District for rescue and participated in opening up the rescue passage to Wharf Town. During the phone interview process, the reporter from Pengpai News had to interrupt the interview several times due to intermittent signals.

Pengpai News: As the first rescue team from Shanghai to Zhuozhou, how did they carry out the rescue after arriving? How to know where the disaster is severe?
Hong Yunyin: On the noon of July 31st, the emergency management department of Zhuozhou City sent relevant information through the social emergency rescue coordination system, contacted the Shanghai Zique Ying emergency rescue team, and the rescue team reported to the relevant authorities. After an internal meeting to discuss the relevant rescue plan, at 7pm on July 31st, 7 team members departed from Jiading and headed straight to Zhuozhou for support. Before arriving, we contacted the local liaison personnel, who will inform us where the most needed rescue is.
At 2pm on August 1st, the rescue team arrived in Taoyuan District, Zhuozhou City, Hebei Province and immediately began rescue work. The disaster situation in Taoyuan District was quite severe, and a main road was flooded to the knees. One of the rescue points we went to was a timber factory, and almost all of the factories were submerged. Several rescue teams attempted to approach but were unsuccessful. We tried multiple times before successfully approaching and transferring people onto the boat.

On the morning of August 2nd, my teammates and I went to Zhuozhou Dock Town with local guides and government staff. Dock Town had been lost for 4 days at that time, and we went there to open a rescue channel. Our main task was to attack more. That day, we tried three locations, but two of them couldn't be reached. Finally, we advanced about 4 kilometers towards the rescue destination - Dock Town at the third location. On the way to open the rescue channel, the team members continuously transferred the trapped residents. Based on the previous efforts, other rescue teams opened the rescue channel to Wharf Town on the afternoon of August 2nd. Later, under the leadership of local government staff, we went to transfer the trapped residents to Baita Village in Zhuozhou.

Pengpai News: What memorable things happened during the rescue?
Hong Yunyin: On the way to the rescue passage to Wharf Town, we encountered a funny and crying incident. We saved a resident who was going out to work and wanted to swim out, but found himself in a dilemma and stuck in place waiting for rescue. When we passed by, the resident was still calling for help. After the team saw his specific location, they stepped forward to rescue him and successfully transferred the resident to a lifeboat. After the resident was rescued, we asked him why he went out in rainstorm? He said he works in logistics and wants to go to work to earn money. When we heard this, we found it funny and angry, but it felt quite heartbreaking.
Yesterday afternoon, we also encountered about 9 residents waiting for rescue on trees, and in the end, all 9 people were successfully rescued.

Pengpai News: Have you encountered any rescue difficulties in the past few days? What is the next plan?
Hong Yunyin: Difficulties are just fatigue. To be honest, none of us have had a good rest these past few days. When we departed on July 31st, we took turns resting in the car for a while. On the first day, we rested for about two to three hours. Coupled with the hot and humid weather in the area, people were quite tired.
The next step is to follow the arrangements of the local government and see what important and urgent tasks are assigned to us. We also hope that the local community in Zhuozhou can resume normal life as soon as possible.
