How is the flood prevention situation?, The critical period of "Seven Down and Eight Up" has arrived. Water and drought disasters | floods | critical period
Starting from 0:00 on July 16th, the whole country will enter a critical period of "seven bottoms and eight tops" flood prevention. How to do a good job in current flood prevention work? On the 15th, Xinhua News Agency interviewed the relevant person in charge of the Water and Drought Disaster Prevention Department of the Ministry of Water Resources.
Since the flood season began on March 24 this year, the flood situation of the major rivers and lakes in China has been generally stable, but rainstorm and flood have occurred in some areas, and periodic drought has occurred in southwest and other places.
Wang Zhangli, Deputy Director of the Water and Drought Disaster Prevention Department of the Ministry of Water Resources, said that since the start of the flood season, there have been no super alarm floods in the main streams of the seven major rivers. 255 rivers in 21 provinces and cities, including Inner Mongolia, Jiangxi, and Chongqing, have experienced super alarm floods, most of which are small and medium-sized rivers. Among them, 30 small and medium-sized rivers experienced over guaranteed floods, and 8 small and medium-sized rivers experienced the largest floods since measured data.
Wang Zhangli said that during this year's "seven down and eight up" period, it is predicted that China will pay equal attention to floods and droughts, and rainstorm and floods will occur frequently and repeatedly in some areas.
The rainfall is mainly distributed in the eastern and southern regions with more rainfall and less rainfall in the northwest. The main rainy areas are located in the east of Songliao Basin, the lower reaches of the Yellow River, the Yishusi River system of the Huaihe River Basin, the lower reaches of the Yangtze River, the Taihu Lake Lake, and the southeast of the the Pearl River Basin; The main areas with low rainfall are located in western Inner Mongolia, eastern and northern Xinjiang, and western Gansu.
Large floods may occur in areas such as the Songhua River, the Second Songhua River, the middle reaches of Heilongjiang River, the Hun River and Taizi River, and the Yishusi River system in the Huai River basin; Staged droughts may occur in central and western Inner Mongolia, northeastern Xinjiang, Ningxia, western Gansu, central and northern Shaanxi, Shanxi, and western northern Hebei. In addition, 2 to 3 typhoons will make landfall in China.
Wang Zhangli stated that the critical period of "seven down and eight up" flood prevention has arrived, and the water conservancy system is ready to fully activate the defense mechanism for the critical period of flood prevention, strengthen the "four preparations" measures, implement various defense measures, and make every effort to respond to the flood situation.
He said that in the next week, the water conservancy system will focus on doing a good job in defense.
——Focus on the second Songhua River and the main stream of the Songhua River in the Songliao Basin, and prepare for reservoir scheduling, embankment defense, and the use of flood storage and detention areas.
——Focus on the Yi Shu Si water system in the Huai River Basin, and do a good job in reservoir scheduling and embankment defense.
——Focus on the current impact of tropical cyclones in the South China Sea on the the Pearl River basin and Hainan Province, and make preparations for reservoir regulation, dike defense, and flood storage and detention area operation.
——Conduct a re inspection of the safety flood control plan and measures for ongoing construction projects, with a focus on inspecting the main and important tributaries of major rivers, and ensure that each project is thoroughly implemented.
——Re inspect the flood control plan and measures of the reservoir, with a focus on inspecting dangerous reservoirs and ensuring that each reservoir is fully implemented.
——Re inspect the flood control plan and measures for the silt dam, with a focus on checking the silt dams in villages below the dam, and ensure that each dam is fully implemented.
