Peng Xinlin analyzed that among the two charges of "accepting money" suspected by Li Tie, the crime of bribery can only be constituted by state officials, and should be related to his use of his position as assistant coach or head coach of the Chinese national men's football team; As for the crime of bribery committed by non-state employees, it should be related to their use of their positions as coaches or managers of relevant companies, enterprises, or football clubs.
