In the view of Liu Zhaojia, a consultant at the National Hong Kong and Macao Research Association, the global economic recession, insufficient consumption and investment, heavy debt of many countries, political and economic frictions between the East and the West, and global supply chain restructuring all constitute a "change" in the overall situation. He believes that at this time, it is even more necessary for the SAR government to take more proactive measures, dare to break through regulations, use new methods and new thinking, and promote the development of Hong Kong.
With the implementation of the Hong Kong National Security Law and the improvement of the electoral system, Hong Kong, which has a unique advantage of "relying on the motherland and connecting with the world" under the "One Country, Two Systems" policy, has been able to step out of the quagmire and move towards a new stage of governance and development.
Regarding the internal changes mentioned above, Liu Zhaojia said that this provides a good foundation for Hong Kong's development, creates a stable political landscape, and enables the SAR government to accelerate the implementation of policies that were previously difficult to implement but beneficial to development, especially in promoting the development of new industries and strengthening the SAR government's participation and strength in economic development.
The SAR government is also aware of the development opportunities in the internal and external changes, and has shown a determination to seek development with innovative thinking. Earlier, Chief Executive Li Jiachao mentioned that in order to stimulate the development momentum of the "Hong Kong" train, it is necessary to actively align with the national development strategy, integrate into the overall development of the country, expand smooth and convenient international connections, contribute to regional and international multilateral cooperation, and make good use of discourse power on the international stage to tell the story of Hong Kong.
In the past year, with the comprehensive clearance of customs, Li Jiachao and key officials of the Special Administrative Region Government have visited the mainland intensively, carrying out visits on multiple themes, restoring and strengthening connections with various provinces and cities in the mainland, and their footprints are no longer limited to Beijing or Guangdong as before. Obviously, the SAR government is well aware that in order to manage the world's "variables" and transform them into Hong Kong's "number one", it should take advantage of the momentum of national development and the advantages of "one country, two systems". In order to better utilize Hong Kong's strengths and contribute to the needs of national development, the SAR government also established the "Integration into the National Development Strategy Supervision Group" at the end of last year to promote and supervise related work at a macro level.
Promoting Hong Kong's return to the international stage with a more positive attitude is another major effort made by the SAR government, which has placed more emphasis on developing countries and regions in expanding international networks. This can be seen from Li Jiachao's overseas visit itinerary this year.
In February this year, Li Jiachao led a delegation to visit the Middle East, completing a journey of friendship, promoting Hong Kong's advantages, and exploring business opportunities. In July, Li Jiachao led a delegation to visit Singapore, Indonesia, and Malaysia. This foreign visit signed a total of 33 cooperation documents, which is the most in all visits, covering multiple fields such as commerce, finance, and innovative technology. During these overseas visits, Li Jiachao actively contacted the local business community, visited enterprises, promoted opportunities in Hong Kong, cooperated with various policies of the SAR government, and worked hard to "compete for talent" and "compete for enterprises".
"This is a very good direction." Deng Feile, a member of the Legislative Council of the Hong Kong SAR, saw the SAR government change its thinking, actively explore new markets, and seek business opportunities from countries along the "the Belt and Road" and Southeast Asia.
Liu Zhaojia also agrees with this new strategic perspective. He emphasizes that under the "changes", Hong Kong's most urgent task is to expand its international economic activity space, seek diverse development opportunities, and strive to utilize its own advantages to play more central roles in the regional economic cooperation network led by China, including international financial center, international innovation and technology center, Sino foreign cultural and artistic exchange center, international shipping center, etc.
Liu Zhaojia suggested that the SAR government increase its efforts to comprehensively consolidate and follow up on the cooperation intentions and agreements obtained from overseas visits, appropriately mobilize the power and resources of the business and private sectors, and transform these intentions into practical economic achievements.
Deng Fei added that Hong Kong also needs to expand its international advantages and actively strive to join various international and regional organizations. "This is also the strength that Hong Kong should maintain in order to contribute to the needs of the country.".
