On July 1st, coinciding with the 26th anniversary of Hong Kong's return, Chengdu will launch its first high-speed rail service to and from Hong Kong.
As a bridgehead for capital, technology, and goods entering and exiting China, Hong Kong has long been the largest source of foreign investment in Sichuan. It is an important bridge and platform for Sichuan to carry out global investment promotion, international cooperation, and foreign investment attraction and utilization. With the deepening of economic, trade, and cultural exchanges between Hong Kong and Chengdu, this train spanning thousands of miles of mountains and seas has further brought Hong Kong and Chengdu, two important economic circles, closer together.
According to the website of the Sichuan Provincial People's Government, as of January this year, there were 6428 investment enterprises established by Hong Kong in Sichuan, with a cumulative investment of 27.052 billion US dollars; There are 1716 existing enterprises with a total investment of 86.518 billion US dollars. From January to November last year, 249 new foreign-invested enterprises were established in Sichuan, with a foreign direct investment scale of 2.119 billion US dollars.
"For a long time, Sichuan has been one of the provinces with the closest cooperation between mainland China and Hong Kong. The governments of the two regions have always supported and encouraged exchanges and cooperation between various sectors of Hong Kong and Sichuan, and the business exchanges between the two regions are very frequent." Huang Dong, Executive Chairman and Secretary General of the Sichuan General Chamber of Commerce in Hong Kong and President of the Chengdu Association, told a reporter from the Daily Economic News, "On July 1st, Chengdu launched its first direct high-speed railway to and from Hong Kong, which will also promote further opening and cooperation between Sichuan and Hong Kong."
Hong Kong Youth Chasing Dreams in Rongcheng
The first time I came to Chengdu was in 2011, when I participated in the Hong Kong Education Bureau Exchange Program during my high school years. Recalling my first encounter with Chengdu 12 years ago, Hong Kong young entrepreneur Xiao Xiqing still remembers vividly.
"During my stay in Chengdu, I saw the busy construction scene and the modern atmosphere on Renmin South Road all the way. What impressed me most was that when I communicated with Li Bing Middle School in Dujiangyan Irrigation Project, a student also sent me a notebook, which said," Brother, I will come to Hong Kong to study in the future. Students' faces are also full of hope and vitality. "Xiao Xiqing felt the charm of Bashu and fell in love with this land at first sight during his seven day trip to Sichuan. In 2013, Xiao Xiqing was admitted to the School of Public Administration of Sichuan University, officially starting his career of studying and working in Sichuan.
When he first arrived, the new environment constantly tested Xiao Xiqing, and the dishes were not to his taste and the Sichuan accent also made him feel difficult. He, who was originally introverted, began to feel lonely. Fortunately, my classmates in mainland China are very concerned about me, and I have gradually integrated into the life in Sichuan. It is precisely because of my own experience that Xiao Xiqing conceived the idea of helping Hong Kong students in Sichuan adapt to their learning and life.
After three years of preparation, in 2016, Xiao Xiqing joined forces with other Hong Kong students to establish the first officially registered Hong Kong student organization in Sichuan - the Sichuan University Hong Kong Student Union. Since assuming the position of Chairman of the Sichuan Hong Kong Federation, promoting youth exchanges between the two regions has become Xiao Xiqing's most important career, and he has also transformed from a naive youth to a friendly "senior brother Xiao" in the mouths of freshmen.
In his spare time, Xiao Xiqing fell in love with the tea house in Chengdu. Every week, he met with old friends at the tea house to chat about daily life and family life. "Chengdu has witnessed my growth, and I also feel the extension of Chengdu to the outside world." Having been in Sichuan for many years, Xiao Xiqing has many feelings. "When I first arrived in Chengdu, there was only one subway line, and there were still many inconveniences in travel. Now there are more than ten subways, and Chengdu's footsteps are constantly moving forward."
In 2021, Xiao Xiqing unlocked a new milestone by establishing Sichuan Sidi Tongxin Cultural Development Co., Ltd., specializing in cultural exchange activities between Sichuan and Hong Kong. Chengdu is a well-known world historical and cultural city with a wealth of historical and cultural resources to explore and package. Hong Kong is also a center for cultural exchange between China and foreign countries, with excellent service institutions and platforms. Looking ahead to the future, Xiao Xiqing is willing to build a bridge for the exchange between Sichuan and Hong Kong.
Xiao Xiqing told the Daily Economic News that developing in mainland China has gradually become a trend in Hong Kong, and Hong Kong youth seeking opportunities have also deepened their understanding of Sichuan through cultural activities. Since 2015, we have organized and carried out over 200 youth exchange activities in Chengdu and Hong Kong, with over 8000 participants, assisting 17 Hong Kong youth entrepreneurship teams in landing and developing in Chengdu.
"With the establishment of the Sichuan Hong Kong cooperation mechanism and the opening of the Chengdu Hong Kong high-speed railway, the relationship between Chengdu and Hong Kong has become closer and tighter in both time and space. This has laid a better environment for the development of cooperation between the two regions. We also look forward to more and more Hong Kong youth coming to Chengdu, falling in love with Chengdu, building Chengdu, and joining the 'Chengdu Hong Kong Youth' army," said Xiao Xiqing.
Bringing closer not only the distance between time and space
Amidst the booming economic and trade exchanges between Sichuan and Hong Kong, going to Hong Kong for postgraduate studies has also become a trend in recent years. Xiao Liu, who studied at Southwest University of Finance and Economics for his undergraduate degree, applied for graduate studies in Hong Kong after graduation. In her opinion, finance is difficult to learn abstractly through textbooks. "In Hong Kong, there will be a more international perspective, and the pace will be faster than in Chengdu, which is more suitable for the development of professional directions."
After graduating from graduate school last year, Xiao Liu joined Bank of China Hong Kong and was on the front line of financial work. Xiao Liu also had a more concrete perception of the development of the two places. "Hong Kong has a relatively high level of development, but the changes in Chengdu are more rapid. In recent years, many PE and VC companies have favored Chengdu, and the development of their hometown will definitely continue to improve in the future."
It is evident that Sichuan is the fifth province in mainland China and the first in the central and western regions to establish a cooperation mechanism with Hong Kong. In recent years, cooperation with Hong Kong has become increasingly close.Hong Kong and Chengdu complement each other in economic and trade development.
On the morning of June 30th, at a press conference held by the Chengdu Municipal Government Information Office, Cheng Hua, Deputy Director of the Chengdu Financial Supervision Bureau, stated that the opening of the Chengdu Hong Kong high-speed railway has opened up a new channel for further strengthening the financial cooperation between Chengdu and Hong Kong. "We will continuously enhance the breadth and depth of cooperation in the financial field of Ronggang, and jointly build a new situation of mutual benefit."
On the one hand, we will continue to strengthen cooperation with financial regulatory agencies such as the Hong Kong Insurance Regulatory Commission to attract more Hong Kong financial institutions to come to Chengdu for business development. At the same time, actively promote the establishment of branch offices in Chengdu by the Hong Kong Stock Exchange, make good use of the listing policies of the Hong Kong Stock Exchange, and actively promote biopharmaceutical and technology enterprises to go public in Hong Kong.
Cheng Hua stated that Chengdu will utilize the Hong Kong capital market to connect with international capital, providing an international roadshow platform and diversified financing services for local enterprises to "go global". In addition, pilot projects for cross-border investment of private equity investment funds such as QFLP will be carried out, and the establishment of RMB overseas investment and loan funds will be promoted to provide high-level investment and financing services for Western enterprises going global.
