Zhai Junjie is from Wuliqiao Town, Xixia County, Henan Province. As a fresh graduate of Nanyang Vocational College in 2023, he participated in the employment dual selection meeting for fresh graduates held by the Xixia County government and the school in June this year. He reached an employment intention with the enterprise and successfully found employment.
Zhai Junjie's employment story is a microcosm of the local policy of strengthening employment support for graduates.
Xixia County regards the employment of college students as the key to cultivating and reserving outstanding enterprise talents, strengthens investigation, and formulates a series of policy measures such as the "Smart Huilong Township Plan". This year, Xixia County has successively held activities such as the Spring College Student Employment Recruitment Fair and the Political School Joint College Student Employment Double Choice Conference, actively connecting college students and enterprises, and continuously improving the accuracy and success rate of employment.
For college graduates, Xixia County has formulated a "package" plan to promote employment, implementing multiple policies such as job seeking and entrepreneurship subsidies for difficult graduates, vocational skills training subsidies, and encouraging participation in the "three supports and one assistance" program, providing a policy "big gift package" for graduates' employment.
Wang Ping, who has been working at Nanyang Hanye Special Steel Co., Ltd. for a year, mentioned his employment experience and is still excited. In 2022, as a fresh graduate waiting for employment after leaving school, she saw the job seeking and entrepreneurship subsidy policy for college graduates on the website of the Xixia County Human Resources and Social Security Bureau, and then attempted to apply on the "Henan Employment" official website. After filling out the information, not only did she receive a subsidy, but the Human Resources and Social Security Bureau of Xixia County also provided precise employment services based on her profession, actively promoting enterprise recruitment information, and helping her successfully find employment. In the first half of this year, Wang Ping received a living allowance of 6000 yuan for college graduates introduced from Xixia County.
In 2020, Wu Jie participated in the recruitment exam for the "Three Supports and One Assistance" program for college graduates in Henan Province and successfully found employment. After two years of service, Wu Jie has now become a staff member of the county's talent exchange center. According to Wu Jie, starting from August, Xixia County will provide a job seeking and entrepreneurship subsidy of 300 yuan per fresh college graduate who has left school but not yet found employment.
In addition to focusing on the group of college graduates, Xixia County also focuses on working from the employment side, introducing and implementing measures such as one-time employment subsidies, social insurance subsidies, tax and fee reductions, pre employment training subsidies, and employment internship subsidies, encouraging key enterprises to become the "main force" in promoting college student employment. At the same time, the county supports enterprises to tap into their internal employment potential, focus on developing and setting up positions for college students, timely carry out career planning, formulate special talent support policies, etc., and leverage the attractiveness of employment.
Zhongde Automotive Parts Co., Ltd. is one of the 10 local college student employment internship units. Last year, it completed the employment internship tasks for 33 college students. According to the policy, it can apply for a subsidy of 413600 yuan.
It is understood that Xixia, referring to the minimum wage standard of 1600 yuan per month in Henan Province, will provide internship subsidies to enterprises that complete employment internship tasks in batches at a rate of 70% of the minimum wage. It actively guides enterprises to prioritize the recruitment of college graduates and helps them cultivate and reserve professional and practical talents.
On one hand, Xixia County promotes college graduates to rush to the job market, on the other hand, encourages enterprises to attract college graduates, and on the other hand, makes efforts to provide two-way subsidies, greatly enhancing the employment enthusiasm of college graduates and stimulating the initiative of enterprises to recruit college graduates. Since the beginning of this year, a total of 116 graduates with associate degrees or above have completed registration procedures in Xixia County, and 103 have been employed in key enterprises. The employment rate of graduates has reached 96%.
