On July 28th, the Audit Department of Henan Province released the Audit Work Report on the Implementation of Provincial Budgets and Other Financial Income and Expenditure for the Year 2022. The report reveals that Henan has conducted comprehensive and penetrating tracking audits on the post disaster recovery and reconstruction situation in the province for two consecutive years, focusing on auditing 44 severely affected counties and discovering the following issues:
Firstly, the use of 405 million yuan in post disaster recovery and reconstruction funds by 9 counties including Qi County and 1 provincial-level enterprise is not compliant; Wei Hui and two other county financing platform companies have withheld 30.9128 million yuan in post disaster recovery and reconstruction funds.
Secondly, the slow progress of 162 projects in 24 cities and counties, including Boai, involves a planned investment of 3.127 billion yuan; Huangchuan and four other cities and counties falsely reported the start or completion status of 22 projects, involving a planned investment of 1.283 billion yuan; Four cities and counties, including Xinmi, reported an additional investment completion of 432 million yuan for 15 projects.

Thirdly, 24 projects in 9 cities and counties, including Xinyang, were delivered for use without acceptance, involving a completed investment of 563 million yuan; After the completion of 242 projects in 73 counties including Zhengyang, there are problems with substandard engineering quality, involving a planned investment of 3.346 billion yuan.
Fourthly, three counties, including Jun County, illegally obtained reconstruction funds of 375 million yuan for three non disaster affected projects.
