Henan Province focuses on promoting the transformation and industrialization of scientific and technological achievements
A type of powder that can be sprinkled in soil and "lock" heavy metals such as lead and cadmium when exposed to water, achieving remediation of moderately and severely polluted soil; Another type of powder is added to the process flow, and the glass produced can block more than 90% of infrared radiation, achieving high insulation without affecting transparency... At the Henan Province Nanomaterial Pilot Base, multiple intermediate tests of new materials are being carried out.
The construction of pilot bases is one of the measures taken by Henan to promote the transformation of scientific and technological achievements and enhance the level of industrialization. Li Xiaohong, Director of Henan Province Nanomaterial Pilot Base, introduced that the base was unveiled in October 2021. As of the end of July this year, three scientific and technological achievements have embarked on the path of industrialization, incubating a total of five enterprises.
Henan has successively issued pilot implementation plans for granting ownership or long-term use rights of scientific and technological achievements to researchers, as well as several opinions on deepening the reform of provincial-level financial research fund management and optimizing the scientific research ecological environment. It continues to carry out special actions to reduce the burden on scientific research personnel and stimulate innovation vitality, focusing on promoting the effective transformation of scientific and technological achievements of scientific and technological personnel in universities and research institutions, and promoting scientific and technological achievements to go out of laboratories and enter enterprises and markets.
"The school allocates 80% of the net income from the transformation of scientific and technological achievements to the research team, further guiding and motivating us to focus our research work on national demand, market gaps, and industry pain points," said Xu Guiqing, associate professor at the Institute of Chemical Pharmacy at Henan Normal University.
During a school enterprise exchange event, Henan Zhimicrobiota Co., Ltd. proposed to Henan Normal University the research and development needs for optimizing a drug production process. "This type of drug has a high demand, and optimizing the production process can not only reduce the burden on patients, but also protect the ecological environment." Xu Guiqing led the team to successfully overcome technical difficulties in over a year and reached a patent transfer contract with the enterprise.
In recent years, Henan has rebuilt and revitalized the Provincial Academy of Sciences and the Provincial Academy of Medical Sciences, constructing 14 provincial-level laboratories, 36 provincial-level pilot bases, and 7 provincial-level industrial technology research institutes, promoting the accelerated transformation of scientific research achievements into real productivity.
"If pharmaceutical companies build their own pilot production lines, the investment in infrastructure, equipment, and other aspects alone would require at least 200 million yuan, and the annual cost of materials, maintenance, and other expenses would also exceed 100 million yuan. The pilot base platform has a first-class technical team, hardware facilities, and special subsidy policies, and a project can obtain professional technical services at an average cost of only 50-60 million yuan." Chen Gang, Chief Scientist of Zhengzhou Chuangtai Biotechnology Service Co., Ltd., said that Chuangtai Biotechnology is the operating company of the Henan Province Biomedical CXO Integrated Pilot Base, focusing on the research and development of innovative drugs in the fields of vaccines, macromolecular drugs, small molecule drugs, and gene therapy, providing pilot services.
Relying on the pilot base, Zhengzhou Airport District has introduced Hongyun Huaning, Zhengzhou Shengsi, Taiji Hongnuo and other pharmaceutical enterprises. A batch of Class I innovative drugs for the treatment of pulmonary hypertension, hemophilia, diabetes and other diseases have entered clinical research and are expected to be listed in succession in the next three to five years.
"The construction of pilot bases is conducive to breaking through the bottlenecks in the transformation of scientific and technological achievements." According to Gao Tuo, Chief Engineer of the Henan Provincial Department of Science and Technology, since October 2021, the province has unveiled three batches of provincial-level pilot bases, and as of the end of 2022, 562 pilot service projects have been launched.
The "Commercial Vehicle Electric Drive System" project of Yutong Group has broken through five key technical difficulties, including efficient and high-density motor systems, providing strong support for the large-scale promotion of electric commercial vehicles; Henan University has developed nano high-efficiency remediation agents and related technologies for heavy metal contaminated soil, forming a production process package with a scale of tens of thousands of tons. In the first half of this year, the transaction volume of technology contracts in Henan Province increased by 12.8% year-on-year, with high-tech contracts accounting for 57.3%, an increase of 18.5% year-on-year.
