According to netizens, Yabuli Town and Weihe Town in Shangzhi City, Heilongjiang Province were seriously affected by the rainstorm. On August 3, the expressway section east of Yabuli Town of Ha Mu Expressway collapsed. The on-site video shows that a highway bridge collapsed, and two cars fell into the water from the collapsed area. The front of one black car was submerged, while the other white car overturned and submerged half of its body.
In the video, the green protective fence in the middle of the highway is also damaged and deformed. The water surface under the bridge is wider and the flow velocity is higher.

According to the Highway Traffic Management Bureau of the Public Security Department of Heilongjiang Province, currently, the emergency lane and traffic lane towards Mudanjiang at 235 kilometers of the Harbin Mudan Expressway have collapsed, with flooding occurring at 303 kilometers, bridges at 315 kilometers at risk of collapse, and multiple sections with high levels of waterlogging.
At present, relevant departments are implementing rescue operations, and temporary traffic control measures have been implemented on the affected road sections to guide stranded vehicles by directing them to turn around and other means.
