According to the Supreme People's Procuratorate, the case of He Zehua, former member of the Party Group and Deputy Director of the State Tobacco Monopoly Administration, suspected of accepting bribes and using his influence to take bribes has been investigated and concluded by the National Supervisory Commission, and transferred to the procuratorial organs for examination and prosecution. Recently, under the jurisdiction designated by the Supreme People's Procuratorate, the Liaoning Provincial People's Procuratorate lawfully made an arrest decision against He Zehua on suspicion of bribery and bribery through the use of influence. According to public information, He Zehua started working in the tobacco system in 1991 and has been working there for 21 years. He previously served as the Deputy Director of the Jiangsu Provincial Tobacco Monopoly Bureau, the Director of the Anhui Provincial Tobacco Monopoly Bureau, and later as the General Manager of Anhui Tobacco Industry Company. In July 2003, He Zehua served as the Deputy Director of the National Tobacco Monopoly Administration and retired in March 2014.

On January 6, 2023, it was officially announced that He Zehua is suspected of serious violations of discipline and law and is currently undergoing disciplinary review and supervision investigation by the Central Commission for Discipline Inspection and the National Supervisory Commission. On July 6th, He Zehua was expelled from the party.

From the announcement, it can be seen that He Zehua, who has been working in the tobacco system for a long time, can be regarded as a typical example of "relying on cigarettes to eat cigarettes". His multiple violations of discipline and law are closely related to the tobacco industry, such as being accused of using public tools for personal gain, alienating his public power and tobacco resources into tools for personal gain, accepting banquets arranged by private owners of the tobacco system, engaging in power and money transactions, using his position to facilitate promotion, employee recruitment, tobacco business contracting, and illegally accepting huge amounts of property for others. He was also criticized for his "selfish desires and greed", not only for illegally operating businesses for a long time to obtain huge economic benefits, but also for using his original position to influence his relatives for profit after retirement.

In recent years, the tobacco system has maintained a high-pressure anti-corruption situation, with multiple high-ranking officials and senior management personnel being investigated and dealt with. In May 2021, Pan Jiahua, a former member of the Party Group of the National Tobacco Monopoly Administration and the former head of the disciplinary inspection team dispatched by the Central Commission for Discipline Inspection to the bureau, was investigated. He was born in 1952 and had also retired for 9 years when he was investigated. He was accused of "relying on cigarettes to eat cigarettes" while working at the bureau, helping private enterprises in the tobacco industry to seek personal gain, arranging multiple relatives and friends to work in the tobacco system, and allowing his relatives to use his position to influence and illegally obtain huge profits in the tobacco system. According to the China Discipline Inspection and Supervision magazine, Pan Jiahua used "shadow companies" and "revolving doors" of politics and commerce to seek personal and family interests.

In February 2019, Zhao Hongshun, Deputy Director of the National Tobacco Monopoly Administration, was investigated for taking advantage of his position to seek benefits for others in terms of promotion, colluding with illegal private entrepreneurs, engaging in power and money transactions, and seriously damaging the political ecology of the tobacco system. In the end, he was sentenced to life imprisonment for accepting bribes of over 90.32 million yuan. On January 23, 2021, a television special film jointly produced by the Central Commission for Discipline Inspection, the Propaganda Department of the National Supervision Commission, and the Central Radio and Television Station, titled "Positive Wind and Anti Corruption Are Around Us", revealed that Zhao Hongshun had borrowed three houses from his subordinates and private entrepreneurs to store his illegal assets and items. Among them, there are over 2900 bottles of Maotai liquor, as well as a large number of gifts such as celebrity calligraphy and paintings, jade, watches, gold bars, antiques, etc. On the noon of the day he was detained, Zhao Hongshun also accepted a banquet from a private entrepreneur and drank a bottle of 50 year old Maotai liquor.

Zhang Hong is a female cadre who has been working for a long time at the National Tobacco Monopoly Administration and has held positions such as Deputy Director and Director of the Science and Technology Department.

In the local tobacco system, on January 16 this year, Gu Bo, former member of the party group and deputy general manager of Yunnan China Tobacco Industry Co., Ltd., Zhang Shuichang, former deputy secretary of the party group and general manager of Yunnan China Tobacco Industry Co., Ltd., and Jiang Yawei, former chief economist of Anhui China Tobacco Industry Co., Ltd., were investigated.
