Meng Hui was born in May 1970 in Yancheng, Jiangsu. He is a member of the Democratic Progressive Party, holds a doctoral degree, and is a senior engineer.
Formerly served as the Chief Engineer of Wuhan Construction Engineering Quality Supervision Station, Deputy Director of Wuhan Audit Bureau, and Deputy District Mayor of Jianghan District. In 2015, he was appointed as the Director of Wuhan Education Bureau. In January 2022, he was elected as the Vice Chairman of Wuhan Political Consultative Conference.
He is also a member of the Standing Committee of the Hubei Provincial Committee of the Chinese People's Political Consultative Conference, a member of the Central Committee of the Democratic Progressive Party, a deputy chairman of the Hubei Provincial Committee, and a chairman of the Wuhan Municipal Committee.
Wang Yuancheng was born in January 1968 in Zigui, Hubei Province. He has an on-the-job university degree and a master's degree in economics. He started working in July 1987 and joined the CPC in June 1991.
Before his transfer to Wuhan, Wang Yuancheng had been working in Yichang City and had experience in multiple counties and districts. He had served as the Deputy Secretary and Mayor of the Party Committee of Xiangxi Town in Zigui County, a member and Deputy Mayor of Xiaoting District Committee, a member and Minister of Organization of Zhijiang City Committee, Deputy Secretary of Xiling District Committee, and Deputy Director and Member of the Working Committee of Yichang High tech Industrial Development Zone Management Committee.
In 2015, he was transferred to serve as the Deputy Secretary and Acting District Mayor of Wujiagang District. In February 2016, he was elected as the District Mayor after being promoted to a full-time position. In October of the same year, he took over as the Secretary of Wujiagang District Committee.
In 2017, he was promoted to Deputy Department and appointed as the Director of the Management Committee of Yichang Economic and Technological Development Zone. Later, he successively held positions such as Deputy Mayor of Yichang City, Director of the Management Committee of Yichang High tech Industrial Development Zone, and Secretary of the Party Working Committee.
In 2021, he was appointed as a member of the Standing Committee and Executive Vice Mayor of Yichang City, marking his new appointment.

Cai Xiaoji was born in January 1977 in Fengcheng, Jiangxi. He joined the Communist Party of China in May 2002 and started working in August 1997. He holds a graduate degree.
Cai Xiaoji worked in the financial system for a long time in his early years. Since graduating from the Accounting Department of the Economics Department of Nanchang University in 1997, he has worked in the Finance Bureau of Fengcheng City, Jiangxi Province, the Audit Office of Jiangxi Province, and the Administrative and Finance Department of the Hong Kong work Committee.
In 2011, he was transferred to the position of Deputy Director of the Comprehensive Department of the Kowloon District Working Committee of the Hong Kong Working Committee.
