According to data released by Haikou Customs, from the implementation of the new duty-free policy on Hainan's outlying islands on July 1, 2020 to June 30 this year, the customs supervised duty-free shopping on outlying islands with a total amount of 130.7 billion yuan, 17.67 million shopping passengers, and 175 million sales, an increase of 279%, 92.6%, and 272% respectively from July 2017 to June 2020.
This is a microcosm of Hainan's efforts to build an international tourism consumption center with global influence. In recent years, Hainan has relied on the policy of opening up free trade ports to attract and allocate global resources, focusing on duty-free shopping, healthcare, and education, and deepening the promotion of high-quality development.
Offshore tax exemption has become a "golden signboard" of Hainan. In the past three years, the number of duty-free shops on Yingli Island has increased to 12, basically covering major tourist cities on the southern, northern, and eastern routes of Hainan; The duty-free policy for outlying islands has been continuously optimized, with the duty-free shopping quota raised to 100000 yuan and the duty-free categories increased to 45 categories. Delivery methods such as "guarantee delivery" and "purchase delivery" have been added, achieving full coverage of three outlying island methods: airplanes, ships, and trains.
On July 4th, 2023, the launch ceremony of the 2nd Hainan International Offshore Duty Free Shopping Festival was held at Haikou International Duty Free City. In the next two months, Hainan will gradually launch various and colorful themed promotional activities, and distribute 20 million yuan of tax-free shopping government consumption vouchers.
High end medical care is another business card of Hainan. Thanks to policy advantages such as licensed medical care, franchising, and research, more and more well-known medical and health institutions are settling in the Boao Lecheng International Medical Tourism Pilot Zone in Hainan. More than 300 licensed drugs are used here, and the approval time for licensed drugs has been significantly shortened, with an average of only 1.6 days for non first approval.
To ensure that patients can both use and afford it, the Boao Lecheng International Medical Tourism Pilot Zone has built a multi-level medical security system and launched the Lecheng Global Special Drug Insurance for three consecutive years. Insurance customers can receive up to 1 million yuan of special medicine cost protection at a price of tens of yuan.

The Lingshui Li'an International Education Innovation Pilot Zone in Hainan adopts a "big sharing+primary school campus" educational model, breaking the boundaries between schools, colleges, and majors. Students can enroll in one school, choose courses from multiple schools, practice in multiple places, and obtain multiple degrees. Wang Linping, Deputy Director of the Pilot Zone Management Bureau, introduced that since the pilot zone was officially established in June 2020, six cooperative educational institutions have been approved. By September this year, the total number of students in the experimental zone is expected to reach 2000.
Gui Gang, Deputy Director of the Development and Reform Commission of Hainan Province, introduced that in the past five years, Hainan's offshore duty-free sales have exceeded 130 billion yuan, and more than 30000 patients have benefited from licensed medical equipment. He has introduced 45 well-known universities at home and abroad, and his three articles have become more and more outstanding.
