According to the website of the Guizhou Provincial Office Affairs Management Bureau on June 9th, the Guizhou Provincial Office Affairs Management Bureau responded to the suggestion of Xu Haofeng, a representative of the 14th Provincial People's Congress, regarding the policy of "private car public use" for personnel in public institutions. Since the reform of the vehicle, the problem of "private car public use" has become increasingly prominent. In this process, "private car public use" not only generates phenomena such as "private oil public supply", "private car public repair", and "private ticket bulletins", but also generates many disputes in the event of an accident, such as the identification of injuries to personnel and compensation for vehicle damage. In order to eliminate corruption on the wheels and actively promote the construction of a clean government and a thrifty society, "private car sharing" does not meet the requirements of the public car reform.
Regarding the suggestions on implementing subsidies for vehicles or official vehicles for public servants, the response stated that according to the "Implementation Opinions on the Reform of the Official Vehicle System for Public Institutions in Guizhou Province" issued by the 2018 Guizhou Provincial Leading Group for the Reform of the Official Vehicle System for Public Institutions, official transportation subsidies are not uniformly distributed to public servants. Public institutions can conduct research based on factors such as job travel frequency and actual work conditions. At present, the vehicle reform work of various levels of public institutions is generally not completed, and it is necessary to consult with the same level of government vehicle management department to improve the relevant procedures before determining whether to issue them.
To solve the problems of difficulty and cost in grassroots official travel, the Guizhou Provincial Bureau of Government Affairs stated that it will continuously improve supporting policies and measures, actively promote the construction of special areas for grassroots official travel security, and innovate the mode of grassroots official travel security. At the same time, we will continue to coordinate the selection of vehicles that meet safety conditions, transfer and allocate them across levels to townships with heavy work tasks and no vehicles, and focus on improving the ability of townships to ensure official travel.

According to an article published on the website of the Yucheng District Government in Ya'an, Sichuan in November 2022 titled "Reforming the phenomenon of" private car sharing "and effectively safeguarding the legitimate interests of grassroots public officials", the Yanchang Town Government currently has over 56 staff members, with only 2 official vehicles. Except for more than 20 administrative positions with vehicle subsidies, other public service positions and staff members do not have vehicle subsidies. Due to the special nature of the work of township civil servants, they often need to work in villages or attend meetings in the city. Most civil servants can only choose to use private cars for public use.
According to an article in Yanchang Town, the characteristics of "private car sharing" at the grassroots level are: the more common it is to go to the frontline, the heavier the work tasks, the lower the level of cadres, the more common it is, and the more geographical location is; Moreover, the reimbursement of car fees for private car sharing is low, making it difficult to reimburse accidents and ensuring safety. To this end, it is necessary to establish and improve relevant systems, increase reimbursement of vehicle expenses in combination with actual situations, formulate methods for defining accidents and reimbursement methods for official vehicles, and ensure that "private cars for public use" have no worries.
At present, many parts of the country are still exploring and standardizing the use of private cars for public use.
According to a report by Anhui Daily on May 15th this year, Wuhu City is exploring the "Distance Guarantee Law" for grassroots official travel, implementing precise monetary subsidies, including subsidies for driving private cars for official purposes, which have also been standardized. The subsidies are calculated based on distance and are basically the cost of fuel and vehicle damage, without using government officials to subsidize fuel. Zhao Xianhao, Director of the Wuhu Municipal Government Affairs Management Bureau, said that Wuhu no longer focuses on cars to solve the problem of official travel, but on ensuring the needs of fulfilling official travel, and can use private cars, taxis, rental cars, etc.
Previously, Anhui Province officially issued the "Guiding Opinions on Ensuring Grassroots Official Travel in Anhui Province" in December 2020, advocating for leasing new energy vehicles to ensure grassroots official travel, while supporting the use of monetary subsidies to ensure grassroots official travel. Among them, townships can increase the overall proportion of official transportation subsidies, and the overall funds should focus on ensuring the positions and personnel with heavy travel tasks. Transportation costs are lump sum and billed on a per use basis, with actual expenses reported and reimbursed. Strictly follow the reimbursement process and do not cover all expenses on a monthly basis.
Anhui's approach has been recognized by the Central Vehicle Reform Office and the State Administration of Government Affairs, and has been promoted nationwide as an experience. Up to now, inspection teams from Henan, Hubei and other places have come to Anhui to learn and inspect the experience of grassroots official travel security.
Earlier, in March 2019, the National Development and Reform Commission website released a "Typical Case of Experience and Practice in Ensuring Grassroots Official Travel", which showed that the implementation of the fixed lump sum policy for official transportation expenses in Huizhou, Guangdong in 2016 fully considered the actual situation of "private car sharing" becoming a normalized official travel mode, and received strong support from cadres and workers. In fact, for the problem of property damage caused by "private car public use", it can be basically solved through "compulsory traffic insurance" and "commercial insurance" of the vehicle, and the compensation for personal injury can also be implemented in accordance with relevant regulations such as the Work Injury Insurance Regulations.
