On August 8th, the water level in the Taitou section of the Daqing River and Ziya River in the Haihe River Basin continued to rise. Minsheng Village, Taitou Town, Jinghai District, Tianjin City, is only one embankment away from the flood. The several kilometer embankment, along with the reinforced embankment of the Daqing River, forms an important barrier to protect four villages including Minsheng Village.
More than a thousand officers and soldiers of the Iron Army Brigade of the 82nd Group Army of the Central Theater Command braved the wind and rain to reinforce the embankment of this over 8 kilometer long river. In order to transfer the affected population to a safe area, the People's Armed Forces Department of Shulan City, Jilin Province organized more than 60 militiamen to form an assault team and braved heavy rain to advance into the disaster area of Jinma Town. After the search and rescue team went deep into the heart of the disaster area, they found an elderly person with limited mobility stranded in the area. The rescue team immediately decided to escort the elderly person for transfer. The team members took turns carrying stretchers and walked for 5 hours on a 7-kilometer mountain road, their clothes already soaked through. After arriving at the safe area, the old man tightly held the hands of the team members and said, "Thank you to the People's Liberation Army. If you come, we won't be afraid anymore."
