Since the proposal of the "dual carbon" strategy, China has continuously strengthened innovation in green and low-carbon technologies, vigorously promoted research and application of advanced and applicable technologies, and achieved significant results in energy structure optimization, energy conservation and emission reduction. According to statistics, from 2016 to 2022, the cumulative number of green and low-carbon technology invention patents authorized worldwide reached 558000, of which Chinese patent holders were authorized 178000. China has become an important contributor to global green and low-carbon technology innovation. China has formed rich technological accumulation and first mover advantages in energy carbon reduction, clean energy, new power systems, energy storage, energy conservation and recovery, carbon capture and storage, and has initially developed a relatively complete layout of green and low-carbon technologies. The fundamental and disruptive technological innovation achievements have played a huge supporting role in the adjustment of China's industrial structure and the formation of a green and low-carbon production and lifestyle.
To fully unleash the revolutionary power of green and low-carbon technology, it is necessary to take technology as the guide and highlight the full chain integrated innovation. One is to focus on national major strategies and cutting-edge technology in the industry, clarify technological needs, clarify innovation directions, and carry out organized scientific research and development actions guided by goals, striving to achieve the nationalization and substitutability of underlying technologies and key components in the green and low-carbon field. The second is to aim at the requirements of updating and upgrading China's energy and industrial structure, accelerate the transformation and innovative application of green and low-carbon technology research and development achievements, accelerate technological standardization, engineering, and marketization, and help achieve the "dual carbon" goals. Third, promote the close integration of new generation information technology and green low-carbon technology, deepen the embedding of big data, artificial intelligence, industrial Internet and other technologies, and release the digital multiplier effect.
Strengthen the top-level layout of the new national system and achieve key efforts. The transformation of applied technology should bridge the gap between technology and economy, and respond to market demand and industry pain points. The key to building a new national system lies in enhancing the systematic research and development capabilities, with the government as the guide, enterprises as the main body, universities, research institutes, and new research and development institutions participating in coordination, leveraging the comparative advantages of each entity, and focusing on solving the problems in the innovation chain. By soliciting common technological requirements, accurately identifying technological bottlenecks in green and low-carbon transformation, and organizing scientific research forces to carry out intelligent research and development. Specifically, focusing on the construction of new energy systems, we will accelerate the breakthrough development and utilization of zero carbon technologies such as hydropower, wind power, photovoltaics, and nuclear power, strengthen the upgrading and optimization of traditional energy technologies such as oil and gas, coal-fired power, and thermal power, and attach importance to negative carbon technologies such as carbon capture, storage, and recycling. We also need to focus on key industries such as transportation, industry, and construction, strengthen policy guidance and standard formulation, and promote the integration and application of green and low-carbon technology innovation and industry production.
Explore research organization models and effective evaluation mechanisms, and promote resource integration. Adhere to a problem oriented approach, cultivate a national level green and low-carbon technology innovation platform, optimize the layout of national key laboratories and national engineering technology research centers in the fields of green energy and low-carbon environmental protection, establish new research and development institutions for low-carbon energy development, strengthen cooperation and linkage among various platforms, integrate innovation resources in the technology field, and form an innovative synergy. By means of "horse racing" and "unveiling and leading", various platforms can be promoted to build interdisciplinary and cross industry innovation alliances, forming a stable mechanism for long-term joint research and development from multiple parties, reducing the overlap and waste of resource deployment. In the industrial field, central enterprises, leading enterprises, and national key laboratories should be the main focus, and industrial technology public service platforms should be built to continuously improve the green and low-carbon technology resource sharing service system. Technical evaluation should pay more attention to market-oriented goals, establish a third-party evaluation mechanism, conduct value evaluation of achievements and technology risk evaluation, give full play to the guiding and motivating role of the evaluation system, and proactively consider supply and demand coordination, intellectual property protection and other issues in the design of institutional mechanisms, forming a green and low-carbon technology evaluation system suitable for different technology categories and regions.
Integrate education, technology, and talent to strengthen the team of practical and innovative talents. Strengthening the systematic research and development of green and low-carbon technologies requires the support of a large talent reserve team. On the one hand, relying on high-level research universities, applied technology colleges, national key laboratories, and new research and development institutions, we will strengthen the integration of science and education and project education, improve the design and updating of "dual carbon" related curriculum systems in primary disciplines such as energy, electrical, architecture, and manufacturing, and cultivate interdisciplinary talents through pilot projects of new talent cultivation models. On the other hand, we need to deepen school enterprise cooperation, fully leverage the dual functions of enterprises as providers of training resources and users of training achievements, strengthen the training of engineering PhDs and applied engineers, focus on the construction of engineering application scenarios in the field of green and low-carbon technology, and enhance the compatibility between the cultivation of composite talents and industry needs.
On the new journey towards high-quality development, using green and low-carbon technologies as the starting point, fully unleashing innovation momentum, and assisting in the green and low-carbon transformation of production and lifestyle, will definitely provide more powerful technological support for accelerating the modernization of harmonious coexistence between humans and nature and comprehensively promoting the construction of a beautiful China.
