According to reports, the 2023 Beijing Area Off campus Unemployed Graduates Special Recruitment Fair was recently held in Beijing. The relevant person in charge of the Graduate Employment Service Department of the Beijing Employment Promotion Center introduced that Beijing will provide real name registration services for unemployed graduates who have left school, establish a real name system ledger, and the employment service commissioner in the jurisdiction will actively contact graduates with employment intentions, providing them with at least one policy interpretation, one career guidance, three job recommendations, one skill training or employment internship opportunity.
At present, 2023 college graduates have gradually left school. Some graduates are still on the career path for various reasons, eager to receive social care. Not long ago, the Ministry of Education required the education system to provide "continuous employment services" for unemployed graduates who have left school, achieving three "continuous lines": job promotion, employment services, and key assistance. These practical measures provide more possibilities for unemployed graduates who have left school.
Employment is the foundation of people's livelihood. Providing employment assistance to college graduates without leaving school is a concern and care for this group. Data shows that the number of college graduates in China is expected to reach 11.58 million in 2023, an increase of 820000 compared to the same period last year, reaching a new historical high. Meanwhile, with the slowdown of economic growth and the advancement of structural adjustment, some traditional industries have seen a decrease in employment opportunities, and this year's employment situation remains severe and complex. Those graduates who have left school but have not found employment face pressure from various aspects such as renting, eating, and transportation when they leave campus for shelter, and especially need the care of social public services.
Employment services should not be taken offline when leaving school, and the key is to be precise. In the group of unemployed graduates who have left school, each person's employment willingness, professional distribution, ability endowment, family background, and job seeking intention are all factors to consider whether the employment assistance measures are effective. Carrying out real name registration services and establishing a real name system ledger is to extend employment service work towards precision and make employment assistance work more targeted.
Precise assistance to college students in employment is also reflected in the focus on caring for groups facing employment difficulties. Graduates from poverty-stricken families, low-income families, and zero employment families should be the key beneficiaries of assistance. Some places also strengthen employment assistance for disadvantaged individuals through subsidies. For example, Hebei Province provides a one-time job search subsidy of 2000 yuan to eligible graduates in difficult circumstances. The subsidy targets low-income families who have the intention to work and start businesses in their graduation academic year and are actively seeking employment and entrepreneurship, families of people with disabilities in difficulties, college graduates from poverty-stricken families and extremely poor individuals, and graduates from secondary vocational schools.
To accurately assist college students in finding employment, it is necessary to solidly establish an employment information network, categorize unemployed students based on their employment intentions and professional abilities, and provide a lever for implementing the "continuous line" of employment services. At the same time, make good use of big data and other technological means, strengthen data comparison and screening, and provide targeted assistance measures. The education and human resources departments should strengthen communication and cooperation, do a good job in information connection, and accurately identify and provide personalized public employment services based on the employment situation of college graduates. For those unemployed graduates from previous years, the education and human resources departments should find ways to provide employment services, increase information supply, and expand employment opportunities.
