On July 24th, our city held the computer allocation for the enrollment of private compulsory education schools in 2023. During the allocation process, the computer malfunctioned. After re allocation, some students who had already been allocated before the malfunction were not admitted, which caused public complaints and public opinion concerns. After the incident, the Puning Municipal Party Committee and Government attached great importance to it and quickly established a survey group on the enrollment and allocation of private compulsory education schools in Puning to investigate the relevant situation. So far, the investigation has been basically completed, and the relevant information is reported as follows:
At 15:50 on July 24th, the enrollment and allocation computer of the Municipal Notary Office malfunctioned, and the on-site staff and technical personnel were unable to repair the computer, interrupting the admission process. Due to the incomplete allocation and admission process, technical personnel and notaries, under the supervision of relevant personnel on site, used a new computer to reassign positions according to the allocation procedure. The enrollment and allocation work was completed at 17:20 on the same day.

After a careful and meticulous investigation by the investigation team, the cause of the malfunction has been identified. It was caused by a short circuit in the printer power cord, which resulted in an instantaneous excessive current and caused the computer motherboard to malfunction, preventing normal startup. After a third-party company repaired the bad track of the storage hard disk, the allocation data file has been exported. Through investigation and identification, it was found that after the malfunction occurred, the Municipal Education Bureau and Notary Office did not promptly carry out emergency response work. The entire process excludes subjective and human factors and belongs to force majeure accidents.
After careful research, in order to run a satisfactory education for the people, ensure the fairness, openness, and impartiality of the enrollment process, and properly solve the problem of assigning suitable age children's degrees before computer malfunctions, the investigation team proposes the following handling opinions:

1、 After comparing the pre fault allocation data with the post fault allocation data, 817 eligible children were assigned positions before the fault, while 569 were not admitted after the fault. 569 eligible children were admitted to schools before the malfunction, with the admission type being private degree students. The Municipal Education Bureau will take the lead in organizing enrollment work for each private school.
2、 248 eligible children who were admitted to different schools before and after the malfunction will be admitted based on their reassignment after the malfunction.
