According to public information, Gou Ping, male, Han ethnicity, born in February 1973, holds a university degree and a Master's degree in Business Administration, and is a member of the Communist Party of China. He previously appeared as the Director of the Science and Technology Innovation and Social Responsibility Bureau of the State owned Assets Supervision and Administration Commission of the State Council and the Director of the Science and Technology Innovation Bureau of the State owned Assets Supervision and Administration Commission of the State Council.
In March 2022, the former Science and Technology Innovation and Social Responsibility Bureau of the State owned Assets Supervision and Administration Commission was independently split into the Science and Technology Innovation Bureau and the Social Responsibility Bureau.
