During the wheat harvest season in 2023, Henan Province experienced severe "rotten rain", with some areas experiencing wheat grain sprouting and wheat ear sprouting. In response to this situation, the Henan Provincial Government has introduced policies that combine policy based and market-oriented acquisitions to implement policy based and classified procurement of damaged wheat.
Henan Province requires that state-owned grain collection and storage enterprises and other entities be designated on a county basis, and that they be appropriately purchased and classified at prices higher than the market price. In Huaiyang District, Zhoukou City, the local government has established 16 designated storage points and borrowed 600 million yuan from banks specifically for wheat procurement. While implementing government collection, the local government also adopted a grain broker collection model.

It is understood that a considerable portion of the damaged wheat, although already sprouted, does not exceed food safety standards. For this type of malt that does not exceed the standard, the government department has issued a purchase guide price of 1 yuan per kilogram, which can fluctuate up and down according to the market situation, with a maximum purchase price of 1.2 yuan per kilogram.
At present, eight designated storage points in Xiping County have purchased 128000 tons of wheat malt, while Zhengyang County has purchased 116000 tons of malt at a price between 1.16 yuan and 1.25 yuan per kilogram.

According to statistics from the Henan Provincial Grain and Material Reserve Bureau, as of July 1st, the province has purchased a total of 5.458 million tons of wheat. Among them, state-owned grain enterprises actively entered the market to participate in the acquisition, purchasing a total of 1.459 million tons of wheat.
