On July 28th, 8 departments including the State Administration for Market Regulation issued a notice on implementing recent measures to promote the development of the private economy, focusing on promoting fair access, strengthening factor support, strengthening legal protection, optimizing enterprise services, and creating a good atmosphere, proposing 28 specific measures.

Strengthen element support. On August 1st, the Ministry of Finance and the State Administration of Taxation announced the continuation of the value-added tax reduction and exemption policy for small-scale taxpayers. Subsequently, the State Administration of Taxation issued a notice on the continuation and optimization of the "Convenient Tax Action" to promote the development and growth of the private economy and serve high-quality development, focusing on small and medium-sized enterprises and individual businesses, and implementing detailed tax and fee preferential policies. The People's Bank of China is researching and formulating policy measures to support the development of the private economy through financial support.

Strengthen legal protection. On July 31st, the Supreme People's Court released 11 typical cases of people's courts protecting the property rights of private enterprises and the rights and interests of entrepreneurs in accordance with the law. The Supreme People's Procuratorate has issued the "Opinions on Punishing and Preventing Crimes Involving Violations of the Legitimate Rights and Interests of Private Enterprises by Internal Personnel in accordance with the Law, and Creating a Good Legal Environment for the Development of Private Economy", which puts forward specific requirements for the performance of procuratorial duties and further improves relevant institutional mechanisms. On August 3rd, the Ministry of Public Security issued 26 measures to ensure high-quality development of services, specifically proposing to protect the property rights of enterprises and the legitimate rights and interests of operators in accordance with the law, and maintain a fair competition market order.

Recently, the National Development and Reform Commission has also focused on promoting private investment. Optimize financing support for private investment projects, leverage the investment loan linkage mechanism, and promote the first batch of 715 private investment projects to relevant banks. Promote the sorting and submission of three project lists, including major project lists, industrial project lists, and franchise project lists, to be recommended to private capital in various regions. As of September 2, over 3500 projects with a total investment of over 3.7 trillion yuan have been submitted in various regions.

In recent years, the State Administration for Market Regulation has actively improved regulatory systems, continuously strengthened regulatory enforcement, continuously standardized market order, and effectively ensured fair transactions.

Fully implement the fair competition policy system. Focusing on the fields of engineering and construction, public utilities, and government procurement, we have carried out in-depth law enforcement. Since 2023, we have lawfully investigated and dealt with 13 cases of abuse of administrative power to exclude and restrict competition, and conducted 8 administrative monopoly law enforcement interviews. Deeply implementing the fair competition review system, a total of 163800 incremental policy measures have been reviewed nationwide since the beginning of this year, 452000 existing policy measures have been removed, and more than 20000 policy measures that hinder unified markets and fair competition have been abolished or revised.

Strengthen antitrust and anti unfair competition supervision and law enforcement. We have organized a special action on anti-monopoly law enforcement in the field of people's livelihood. As of the end of August, 17 cases of monopoly agreements and abuse of market dominance have been investigated and dealt with in accordance with the law, with a total fine of 910 million yuan. We have deployed a special law enforcement action to safeguard against unfair competition. Since the beginning of this year, a total of 6870 cases of various types of unfair competition have been investigated and handled, with a total fine of 304 million yuan.

Strengthen intellectual property protection. The State Administration for Market Regulation has formulated and issued the "Opinions on Strengthening Intellectual Property Law Enforcement in the New Era" to further improve the mechanism of intellectual property law enforcement. Strengthening intellectual property supervision and law enforcement, a total of 17100 related cases were investigated and dealt with in the first half of this year. Key efforts will be made to crack down on counterfeit well-known brands, as well as false advertising and illegal activities such as "hanging out with celebrities" and "free riding".
