The recent executive meeting of the State Council was held to hear a report on the progress of optimizing the business environment and the next key measures. On the 14th, the State Council Information Office held a routine policy briefing for the State Council. Officials from the National Development and Reform Commission, the General Administration of Customs, the State Administration of Taxation, and the State Administration for Market Regulation introduced new measures to deepen reforms in key areas of the business environment.
Since the beginning of this year, China's economy has achieved a good start, but the foundation for economic recovery is not yet stable. The executive meeting of the State Council emphasized the importance of creating a market-oriented, rule of law, and international business environment, further stabilizing social expectations, boosting development confidence, and stimulating market vitality.
Yuan Da, Deputy Secretary General of the National Development and Reform Commission, stated that efforts should be made to deepen market-oriented reforms and fully guarantee fair competition. Formulate the Regulations on Fair Competition Review and the Rules for Fair Competition Review in the Field of Tendering and Bidding, carry out policy measures that hinder unified markets and fair competition, and initiate special rectification of key issues in the field of tendering and bidding.
The legal environment is an important component of the business environment. Yuan Da introduced that efforts should be made to strengthen legal support and effectively stabilize enterprise expectations. Improve the top-level design of a legal business environment and accelerate the construction of data intellectual property protection rules. In addition, it is necessary to standardize administrative law enforcement related to enterprises. Promote comprehensive regulatory reform, improve the benchmark system for administrative discretion, and prevent arbitrary law enforcement, different penalties for similar cases, and excessive punishment. It is strictly prohibited to suspend production and business without legal procedures, and to eliminate "one size fits all" and "sports style" law enforcement.
In terms of addressing the issue of illegal fees, Ren Duanping, Director of the Registration Bureau of the State Administration for Market Regulation, stated that he will continue to carry out rectification of enterprise related illegal fees, promote long-term mechanism construction, strengthen fair law enforcement efforts, optimize regulatory services, effectively reduce the burden on enterprises, and safeguard their legitimate rights and interests.
In terms of optimizing the tax and business environment, Shen Xinguo, Director of the Tax Service Department of the State Administration of Taxation, said that the tax department will actively use intelligent technology to promote the iterative upgrading of convenient tax and payment services, and further improve the refinement, intelligence, and personalization level of tax and fee services. Integrating equity services throughout the entire lifecycle of business entities to better promote practical work and alleviate public concerns.
In terms of the foreign investment environment, Yuan Da introduced that he will study and introduce policies and measures to attract foreign investment more vigorously, optimize a fair competition environment, and promote practical cooperation between domestic and foreign enterprises. In addition, measures such as reducing the negative list of foreign investment access in Hainan Free Trade Port will be studied.
Recently, the General Administration of Customs has launched 16 new measures to optimize the business environment. Wu Haiping, Director of the Comprehensive Business Department of the General Administration of Customs, said that efforts will be made to implement various policy measures and introduce detailed supporting measures tailored to local conditions. At the same time, we will consolidate and deepen the "customs chief's door-to-door policy delivery" service, deepen enterprise policy delivery, listen to opinions, and solve difficult problems, so that enterprises can have more tangible sense of gain.
