On August 7th, the Beijing Housing Provident Fund Management Center issued a notice on providing phased support measures for assisting disaster stricken enterprises and depositors. According to the notice, employees who have been greatly affected by the disaster and urgently need large amounts of funds for payment can fully withdraw the housing provident fund balance in their own accounts to cope with temporary living difficulties.
The reporter learned that the Notice is applicable to two types of people or enterprises. Firstly, enterprises and employees who are affected by rain and flood related disasters and face difficulties in depositing funds; The second is the impact of the disaster on frontline rescue team members, water workers, grassroots cadres, etc. After the disaster stricken enterprises and depositors submit applications, the Beijing Housing Provident Fund Management Center will coordinate and verify with relevant units of the local government or street and township governments. The phased support measures will be implemented until December 31, 2023.
Among them, for employees who are greatly affected by the disaster and urgently need a large amount of capital expenditure, the full amount of housing provident fund balance can be withdrawn. Employees applying for extraction should reside in the disaster area or their spouses, parents, or children should reside in the disaster area.
For example, Mr. Wang lives in Mentougou District, and due to the impact of the disaster, his house has been severely damaged, urgently requiring a large amount of funding expenditure. Mr. Wang's current housing provident fund account balance is 9000 yuan. Mr. Wang can go to the counter with his ID card and relevant information from August to December 2023 to process the withdrawal, with a maximum amount of 8990 yuan, provided that the relevant unit of the district government or the street and township government where he resides provides a statement proving that he has been severely affected by the disaster.
In addition, for employees who temporarily do not have the living conditions for their own housing after a disaster and need to rent housing and withdraw housing provident fund, the monthly withdrawal limit can be adjusted to the actual monthly rent, and they are not subject to the limit of continuously paying housing provident fund in full for more than 3 months, the restriction of not having their own housing in Beijing, and the limit of monthly payment amount.
For depositors, frontline rescue team members, water workers, and grassroots cadres affected by the disaster, if they cannot repay housing provident fund loans normally, they will not be treated as overdue, no penalty interest will be charged, and they will not be reported as overdue records to the credit reporting department; Can apply for an extension of their housing provident fund loan term according to regulations.
According to the Notice, units that are unable to deposit according to the previously determined deposit ratio due to the impact of the disaster can adjust the deposit ratio independently according to their business situation, with a minimum adjustment of 5%. Units that still face difficulties in paying after adjusting the deposit ratio can issue a supplementary payment commitment and plan to the housing provident fund center. Supplementary payments will be made upon maturity. During this period, employees of the unit can apply for withdrawal of housing provident fund and housing provident fund loans normally, without being affected by interrupted payments.
