Fulfill duties and fulfill responsibilities to safeguard safety positions | Emergency | Safety
In recent years, the emergency management team has always kept in mind the mission of "saving the people from water and fire, helping them in danger, and giving them strength". They have charged forward when the people need it the most, and bravely fought to maintain the safety of their lives and property. Let's approach the "most beautiful emergency management workers" and listen to their stories.
Go through fire and water to ensure safety
There is a team that goes all out to support major emergency rescue missions, showcases China's image in international rescue operations, and is known as the "vanguard" of international rescue. They are the Chinese rescue team.
In February this year, two strong earthquakes occurred in the southeast of Türkiye, and 82 members of the Chinese rescue team were moved by the news. After entering the earthquake stricken area, they carried out rescue operations 24 hours a day without interruption and successfully rescued 6 survivors.
Forging fist strength in competitive competitions, testing solid skills in major practical battles, and showcasing the image of an iron army in cross regional rescue. The Chinese rescue team, established in 2018, has completed more than 300 major firefighting and rescue tasks, including flood control and rescue in Henan, rescue of self built houses in Changsha, Hunan, and major emergency rescue tasks in Mozambique.
Racing desperately against time, only to guard the passage of life and safeguard the safety of people's lives.
Five sites simultaneously exploded, ethylene glycol leaked, and iron splashes splashed in the pipe gallery under high temperatures... In June last year, a sudden explosion occurred in a petrochemical company in Shanghai. Wang Qingyin, the captain of the National Hazardous Chemicals Emergency Rescue Team of Zhongyuan Oilfield and Puguang, rushed to the scene to command the rescue. "Party members and cadres rush with me!" The words fell as he led the first assault team to climb onto the top of the gasoline dome storage tank. After fighting for 30 consecutive hours, Wang Qingyin led a team to rescue 9 trapped personnel and protected the safety of 11 production facilities and 74 finished oil storage tanks in the surrounding area.
Last July, a riverbank broke in Zhensheng Town, Maonan District, Maoming City, Guangdong Province. After receiving the task, Yang Bing, the squad leader of the North Sixth Road Special Service Station of the Maoming Fire Rescue Detachment, jumped into the waist deep water flow, carrying sandbags and blocking gaps for more than ten hours. His legs and feet were soaked until they turned white, and his face was covered in mud. However, he said, "It's not tiring! That's what we do!"
In July 2020, the central city of Jinzhai County, Anhui Province, was flooded by rainstorm. Jinxin International Community was 3 meters deep in water, and hundreds of people were trapped. After learning about the situation, Zheng Xuepei, the director of the Emergency Management Bureau of Jinzhai County, did not hesitate at all. He put on a life jacket and boarded a stormboat, becoming the first rescuer to arrive at the disaster center of the community.
Strong skills and innovative achievements
At the age of 49, with 31 years of experience in forest firefighting and over 600 firefighting operations, Li Xiaozhong, the leader of the Kunming Branch of the Yunnan Provincial Forest Fire Brigade, has developed outstanding command skills and leadership experience. Last August, the Chongqing wildfire touched the hearts of billions of people, and Li Xiaozhong was ordered to lead a team to reinforce Chongqing. Standing on the front line, he commanded while observing the terrain and even took out a pen and paper to calculate. Adopt the oblique ignition method of "attacking fire with fire"! With a loud explosion, two lines of fire collided and the fire extinguished. "The situation at the fire scene is constantly changing, and firefighting operations need to be tailored to local conditions and use effective tactics," said Li Xiaozhong.
Why do some companies have complete regulations, standards, and safety equipment, but still encounter safety accidents? This is a question that Chen Yapeng, the head of the Safety Production Inspection and Supervision Department of the Emergency Management Bureau of Heze City, Shandong Province, often thinks about.
Through research, Chen Yapeng found that over 70% of accidents are caused by employees violating operating regulations. In response to this, he innovatively proposed the "Job Safety Work Law", which makes safety points for each position in the enterprise into cards, and uses the "10 minutes" before starting work to provide employees with various forms of safety education, improving their ability to control risks, conduct safe operations, identify hidden dangers, and respond to emergencies. Later, Heze promoted this work method throughout the city, effectively improving the safety production level of hazardous chemical enterprises.
Earthquake disaster risk survey is an important foundational work to enhance the ability to prevent and respond to earthquake disaster risks. At the China Earthquake Administration, Sun Baitao, a second level researcher at the Institute of Engineering Mechanics, led the exploration and development of urban earthquake disaster scenario construction work. He proposed and developed earthquake disaster simulation and evaluation theory and key technology system, forming more than 10 core technologies with originality and independent intellectual property rights, effectively promoting the development of earthquake disaster prediction theory and methods in China.
At present, Xiong'an New Area has entered a stage of large-scale construction and undertaking the relocation of non capital functions in Beijing. Han Jianbo, Director of the Emergency Management Bureau of Xiong'an New Area in Hebei Province, is well aware of the heavy burden on his shoulders. He organized a safety risk assessment for the relocation of resettlement houses in the Rongdong area and led the development of three local standards for the new area, providing scientific guidance for strengthening risk management in the urban and construction fields. "Identifying risks and identifying hidden dangers are not the ultimate goal. Clarifying the relevant responsibilities of each department and ensuring that risk control measures are implemented effectively can ensure the safety of people's lives and property," said Han Jianbo.
Fulfill duties and prevent risks
"In emergency response, we must always put our responsibilities in our hearts, shoulder them, and implement them in our actions." This sentence is spoken and remembered by emergency management workers.
"Safety production is like walking on thin ice and facing a deep abyss, and there is no room for any carelessness or negligence." Over the past 23 years, Wang Xuanze, a third level researcher at the Supervision and Law Enforcement Department of the Shanxi Bureau of the National Mining Safety Supervision Bureau, has walked through more than 5000 kilometers of underground tunnels, clearly grasping the data and standards of 125 coal mines in his jurisdiction. He has participated in coal mine safety supervision and law enforcement about 2000 times, and has discovered more than 220 major safety hazards in coal mines. With practical actions, he has built a safety barrier for the miners.
After becoming an emergency management worker, Zhao Jun, the director of the Zizhong County Emergency Management Bureau in Neijiang City, Sichuan Province, became less daring. He always held his phone and didn't dare to put it down because he was afraid of fire when the weather was dry, and worried about floods when it was windy and rainy. At the end of 2021, after a waste liquid leakage disposal incident and repeated visits, research, and discussions, Zhao Jun promoted the formation of a centralized distribution system for liquefied petroleum gas. Nowadays, every liquefied petroleum gas cylinder in Zizhong County is equipped with a traceable QR code, greatly reducing potential safety hazards in the distribution process.
Wang Shengning, 38 years old this year, is the Deputy Secretary of the Party Branch of Lujiazhang Village in Zhaijiahe Township, Qingcheng County, Gansu Province. Over the past 12 years, he has taken root at the grassroots level and successfully warned and dealt with more than 60 dangerous and disaster situations. One early morning during the flood season last year, it rained heavily and the water accumulated deeper and deeper. Wang Shengning remembered an 80 year old man in the village who had just returned home from a nursing home the previous afternoon. He then rushed muddy step by step to the cave six miles away to help him evacuate and relocate.
Last May, a 4.8 magnitude earthquake hit Anduo County, Naqu City, Xizang Autonomous Region. After the earthquake, Danba Qunpei, the director of the Emergency Management Bureau of Anduo County, immediately led a team to visit the epicenter and 8 surrounding villages, went to 46 households of herdsmen to understand the situation and promote knowledge related to earthquake disaster prevention and reduction. "The purpose of going door-to-door to check the damage to houses is to eliminate all safety hazards and reassure the people!"
At the Yan'an Revolution Memorial Site, there is a "Flame Blue" team - the Baota Fire Rescue Station. "Studying glorious history, visiting revolutionary sites, reciting oaths, and revisiting team history are the first lessons that new firefighters will never fail to learn when they join the team," said Zhang Baoyuan, the first level fire chief of Baota Fire Rescue Station. Over the past 50 years since its establishment, the Baota Fire Rescue Station has received and dispatched more than 12500 alarms, rescuing more than 3200 trapped individuals and protecting property worth 19.74 billion yuan.
"Where there is danger, where we go! The people have needs, we are here!" On the new journey, the vast number of emergency management workers have vowed with unwavering faith.
