Fujian Province provides a subsidy of 20000 yuan for in vitro fertilization, and multiple regions provide subsidies for assisted reproductive technology for families | families | Fujian
In recent years, the number of infertile individuals has increased, but the price of assisted reproductive technology, especially in vitro fertilization, is relatively high. In this situation, many regions have introduced measures to provide subsidies to families receiving assisted reproductive technology to reduce the burden on this population.
Dehua County, Fujian Province recently issued several measures to optimize the birth policy and promote long-term balanced population development. These measures include expanding the scope of maternity insurance, reducing family care pressure, strengthening housing security support, enriching inclusive and diversified childcare services, and promoting high-quality and balanced education development to support families with three children, reduce family care pressure, and improve the fertility enthusiasm of eligible individuals.
The Measures propose that families who meet the fertility policy and both the husband and the wife are registered residence in Dehua County, and have difficulty in pregnancy diagnosis and treatment in medical institutions with qualification for assisted reproduction, will be given subsidies according to the principle of "multiple treatment, one-time application". For those who use "in vitro fertilization" to assist in childbirth, a one-time subsidy of 20000 yuan will be given to the child after birth; For those who use "artificial insemination" to assist in reproduction, a one-time subsidy of 1500 yuan will be given after success.
In recent years, the number of infertile couples has gradually increased. According to a report by CCTV in September 2021, the infertility rate of couples of childbearing age in China has risen to 12% to 18%. Assisted reproductive technology is an important method for treating infertility, which refers to the use of medical assistance to help infertile couples conceive, including artificial insemination, gamete transfer, in vitro fertilization embryo transfer, among which artificial insemination and in vitro fertilization technology are the most widely used.
The technical cost of assisted reproduction, especially in vitro fertilization, is relatively high. Ms. Zhang, who works in Yuexiu District, Guangzhou, gave birth to a pair of twins through in vitro fertilization technology two years ago. She introduced that the cost of conventional in vitro fertilization technology is about 30000 yuan per cycle. If there are other problems, adjustments and other measures need to be taken, or if it is not successful at once and needs to be repeated, the cost will be even greater. Many friends around me have spent more than 100000 yuan.
Therefore, providing subsidies to families receiving assisted reproductive technology is beneficial for reducing the economic burden on the relevant population. In addition to Dehua, similar measures have been introduced in many places in recent years. On March 2 this year, Lishui, Zhejiang Province, issued a public notice soliciting opinions on the Measures for Subsidy of Assisted Reproductive Technology Treatment Fees in Lishui City. The measures proposed that eligible registered residence families in Lishui City would be granted a subsidy of up to 10000 yuan at their own expense for accepting assisted reproductive technology treatment.
In May 2022, Xianning, Hubei Province issued the "Twelve Supporting Measures for Implementing the Three Child Birth Policy in Xianning City", which proposed that "the cost of conducting assisted reproductive technology treatment in medical institutions with assisted reproductive qualifications in the city shall be reimbursed according to the standard of no more than 10000 yuan per household.".
Dong Yuquan, a population expert and a special researcher at the Guangdong Provincial Government Counselor's Office, analyzed that currently, due to various factors such as delayed marriage and childbirth age and high work pressure, there are more people with infertility. Since this group of people are willing to receive treatment through assisted reproductive technology, it indicates that they want to have children and have a strong willingness to do so. A little help at this time can have a very good effect. So, according to their own situation, providing appropriate subsidies to this group of people can reduce their burden and accelerate the construction of a fertility friendly society.
