Currently, as the floods recede, Heilongjiang is actively organizing efforts to do a good job in post disaster recovery and reconstruction, and restoring normal production and living order in the affected areas as soon as possible.

Accelerating the restoration of production and living order

At present, in Shangzhi City, Harbin, 163 post disaster reconstruction and assistance teams jointly established by Harbin and Shangzhi City are carrying out infrastructure repair, environmental sanitation cleaning, post disaster epidemic prevention and disinfection and sterilization and other work.

Shangzhi City is one of the places in Heilongjiang Province that has been greatly affected by heavy rainfall this time. Affected by the rise and outflow of the Ant River, a tributary of the Songhua River, in the Shangzhi section, the urban area of Shangzhi City has been affected by floods, with an area of 2.5 square kilometers affected and more than 10000 tons of silt produced in the urban area. All relevant departments in Shangzhi City organized personnel to carry out 24-hour forced drainage to quickly drain the accumulated water in areas such as road surfaces and underground parking lots. At the same time, various forces were organized, and 20 forklifts and more than 700 personnel were dispatched to carry out dredging operations.

Safe relocation of people in severely affected areas of Shangzhi City

Anmin Community in Maoershan Town, Shangzhi City is a densely populated bungalow community built along the river, with a scattered population, mostly elderly people. In order to accelerate the restoration of normal life for the disaster stricken population, community cadres helped residents clean up the mud in their houses and yards, re built heated beds, paved the road, and solved the living difficulties for the elderly in the community, creating a normal living environment for community residents as soon as possible.

"After several consecutive days of hard work, we have now cleared over 2900 meters of roads, restored 12 power and communication lines, and cleared 6.2 kilometers of river silt, effectively ensuring the smooth progress of post disaster reconstruction work." It is understood that multiple departments in Heilongjiang Province, including railways, power, and communication, are making every effort to carry out post disaster restoration work. The Health Commission of Heilongjiang Province has formulated the "Technical Guidance Plan for Health and Disease Prevention in Flood Disasters in Heilongjiang Province in 2023" and the "Epidemic Prevention Guidelines for Temporary Resettlement Sites in Flood Disasters in Heilongjiang Province", which provide full process standardization and guidance for post disaster epidemic prevention work such as emergency response to flood disasters in Heilongjiang Province, epidemic monitoring in temporary resettlement sites, environmental disinfection, and health education.

"After the water recedes, we will use large-scale machinery to clear the river channel as soon as possible, and in three to four days, the entire river channel will be cleared," said Wang Hu, a worker at the 22nd Forest Farm of Longjiang Forest Industry and Marine Forestry Bureau Company.

At Dashigou Forest Farm, more than ten workers are cleaning up the silt in the drainage channel. "Our dredging work is nearing its end. At the same time, we also help residents tidy up their courtyards and clean up debris, so that they can return to normal life as soon as possible," said Xu Shihai, Secretary of the Party Branch of Dashigou Forest Farm.

After the end of the precipitation, the Hailin Bureau Company made efforts to press the "fast forward" button for post disaster reconstruction from multiple locations, striving to restore production and living order as quickly as possible.

Personnel from Chaihe Forestry Bureau quickly repaired flooded roads

Faced with the urgent task of post disaster reconstruction, Chaihe Forestry Bureau Co., Ltd. has formulated a work plan for post disaster reconstruction, established a special team for post disaster recovery production and life, and four disaster prevention and self rescue work groups to go deep into the rescue front line, understand and grasp the difficulties in material reserves, communication, electricity, transportation, personnel placement, and other aspects of each forest farm, and quickly organize manpower and material resources to provide support. To ensure smooth roads, Chaihe Bureau Company has formed a flood control and rescue team of 703 people in each forest farm on the mountain, quickly repairing water damaged roads, bridges and culverts, and fully restoring water damaged river embankments.

The "Recovery of Production and Life, Building a Better Home Together" assistance activity carried out in Weihe Town, Shangzhi City, focuses on using 5 days to organize at least 1000 people daily to carry out post disaster reconstruction work.

Weihe Town has established a mutual assistance mechanism, where every two villages are linked to one severely affected village to carry out tasks such as silt removal, garbage removal, road surface repair, and household cleaning.

On August 18th alone, 4000 meters of streets were cleared, 16000 square meters of silt and residual soil were cleared, 124 vehicles were used to transport garbage, 215 households were cleaned, and 5 main roads were restored.

Fully carry out post disaster restoration work

In addition, when the Heilongjiang Provincial Department of Water Resources arranged and deployed key tasks for flood prevention and post disaster recovery in the near future, it proposed to comprehensively promote water damage repair work, establish a leadership group for water damage repair work of the Heilongjiang Provincial Department of Water Resources, and coordinate and organize post disaster recovery and reconstruction work of flood control engineering facilities, irrigation projects, rural water supply projects, etc. in Heilongjiang Province.

The Department of Housing and Urban Rural Development of Heilongjiang Province has issued the "Implementation Plan for Post Disaster Recovery and Reconstruction of Municipal Infrastructure in Heilongjiang Province". The plan proposes key tasks such as restoring water supply facilities, restoring sewage treatment facilities, strengthening drainage and flood prevention work, repairing heating facilities, and doing a good job in road and bridge repair. It further accelerates the restoration and reconstruction of municipal infrastructure damaged by water, and promotes the restoration of normal production and life order in disaster stricken areas as soon as possible.

Make every effort to resist and reduce disasters, strive for a bountiful harvest of grain

At present, it is a critical period for the formation of grain production, and for the agricultural province of Heilongjiang, it is crucial to do a good job in agricultural disaster relief and reduction. At present, a battle to fight against disasters and harvest is unfolding on the black soil.

After the flood disaster, Heilongjiang Province established a guidance group for key counties and cities affected by the disaster, as well as an expert guidance group for disease and pest prevention and control. They went down to the front line of disaster relief and scientifically guided farmers to take measures based on the degree of crop damage.

Wuchang City is a typical agricultural county, an important commodity grain base in the country, one of the top ten advanced counties in grain production in China, and also one of the top five rice producing counties in the country. There are still two months before the autumn harvest, and a natural disaster has turned many rice fields in Wuchang City into a vast ocean. In recent days, large mobile pump trucks have been pumping water nearby, and emergency rescue teams are on duty day and night, rushing to drain 3000 cubic meters of accumulated water from farmland every hour. Working groups, batches of technicians, and service teams rushed to the disaster stricken area, making every effort to fight against and reduce disasters, and accelerating the restoration of agricultural production.

Road dredging and protection of farmland

The flood has caused varying degrees of damage to the five irrigation areas of Xin'an, Xinhe, Jiujie, Shanshi, and Chaihe in Hailin City, resulting in the inability of the irrigation areas to use self flowing water for irrigation.

Bai Tao, Director of the Township Irrigation District Service Center in Hailin City, introduced that after the flood receded, a large amount of sediment was left behind, causing serious siltation in the channels. Some channels even had sediment levels higher than the adjacent cement pavement. "We actively organize 5 irrigation areas to carry out channel dredging, repair water damaged buildings, make every effort to ensure water supply in the irrigation areas, and minimize the risk of reduced rice production."

In recent days, Bai Tao and 11 water conservancy workers have been patrolling the field water channels day and night, dispatching water discharge from the irrigation area while participating in disaster relief efforts. As of now, in addition to the rice fields that have been affected by the disaster and lost production, more than 100000 acres of farmland in five irrigation areas in the city have achieved full irrigation.

Dongning City, also known as the "number one county of black fungus in China," is facing a severe flood situation. On August 11th, affected by Typhoon Kanu, the water level in the Suifenhe River Basin in Dongning City continued to rise. After the flood receded, a large amount of black fungus bags washed away by the flood remained in the river and on both sides. The Dongning Town Government, in conjunction with the Municipal Supply and Marketing Cooperative, quickly carried out a post disaster cleanup operation. Technical personnel from the Municipal Edible Fungus Research and Development Center organized by the Supply and Marketing Cooperative of Dongning City went deep into the towns and villages that were heavily affected by the disaster, and came to the damaged wooden ear greenhouses in the fields to inspect and understand the situation, helping to guide mushroom farmers to resume production as soon as possible.

Zhang Lijun, a mushroom farmer in Beiheyan Village, Dongning Town, invested over 90000 yuan this year to plant over 50000 bags of black fungus. Due to the low terrain of the mushroom shed and the impact of floods, his two mushroom sheds were damaged by floods, resulting in the loss of over 34000 bags of black fungus bags.

"After the flood, we immediately went deep into the affected villages to understand the situation and invited relevant experts to provide one-on-one, point-to-point technical services and guidance to mushroom farmers, so that they can resume work and production as soon as possible and reduce their economic losses," said Guo Wen, the person in charge of the Dongning Edible Mushroom Research and Development Center.

It is understood that the Department of Agriculture and Rural Affairs of Heilongjiang Province has dispatched 11 guidance groups and 9 key work groups to 9 key cities and counties, including Wuchang and Shangzhi, to investigate and guide agricultural disaster prevention, reduction, and relief work. Agricultural technology experts at all levels from provinces, cities, counties, and townships are busy in the fields, guiding farmers to seize the window period and carry out self rescue.
