In the past two to three months, provincial and ministerial level cadres have undergone frequent adjustments. Bai Luzhou Zhizheng noticed that among these adjustments, 10 provincial and ministerial level cadres have entered Beijing to take up important positions and 4 have been appointed at the ministerial level since June.
On June 21st, Wu Xiuzhang, former Vice Chairman of the Ningxia Autonomous Region Government, was transferred to the position of Deputy Minister of Human Resources and Social Security;
On June 22nd, Adong, former member of the Standing Committee of the Jilin Provincial Party Committee and former Minister of Propaganda, was elected as the First Secretary of the Central Secretariat of the Communist Youth League;
On June 26th, Wang Zhizhong, former Deputy Governor of Guangdong Province and former Director of the Provincial Public Security Department, was transferred to the position of Deputy Minister of Public Security. The following month, he also served as Secretary of the Party Committee and Director of the Special Service Bureau;
On June 30th, Guo Fang, former member of the Standing Committee of the Shanghai Municipal Party Committee and former Deputy Mayor of the Government, was transferred to the position of Deputy Minister of Ecology and Environment, while Wang Hui, former Deputy Governor of Jiangsu Province, was transferred to the position of Deputy Minister of Housing and Urban Rural Development;

On July 4th, Wang Zhijun, former Deputy Secretary of the Heilongjiang Provincial Party Committee, was transferred to the position of Deputy Secretary General of the State Council; Deng Xiuming, former Deputy Secretary of the Jiangsu Provincial Party Committee, attended the event as Deputy Secretary of the Party Group of the Supreme People's Court and assumed the position of Vice President of the Supreme People's Court on September 1st;
On July 11th, Zhou Ji, former Deputy Secretary of the Henan Provincial Party Committee and former Secretary of the Political and Legal Affairs Commission, was transferred to the position of Deputy Director in charge of daily work of the Central Hong Kong and Macao Affairs Office and Deputy Director in charge of daily work of the State Council Hong Kong and Macao Affairs Office;
On July 20th, Ge Xiaoyan, former Chief Prosecutor of the Sichuan Provincial People's Procuratorate, attended the event as a member of the Party Group of the Supreme People's Procuratorate. On September 1st, he assumed the position of Deputy Chief Prosecutor of the Supreme People's Procuratorate;

It is worth noting that Deng Xiuming did not work at the central government for a long time before being transferred to Tianjin. He worked in Sichuan for many years in his early years and was transferred to the Secretary of the Central State Organ Discipline Inspection Commission in February 2016. Only 10 months later, he went back to work locally. This time, Deng Xiuming implemented the highest law and for the second time, he was transferred from the local government to the central government.

Wang Zhizhong
Wang Zhizhong is currently 58 years old. He graduated from the undergraduate program of the People's Police University of China and worked in the Ministry of Public Security for a long time before being transferred to Guangdong. During his tenure in the Guangdong police force, Wang Zhizhong's work mainly focused on drug control. He once served as the commander-in-chief to crack the "2022-363" major cross-border drug smuggling case at sea and seized about 1000 kilograms of cocaine. With this new appointment, Wang Zhizhong is also returning to his "old employer". Ge Xiaoyan is a "female general" who has been deeply involved in the procuratorial front for more than 30 years and has rich experience in anti-corruption.

Duan Yijun
Wu Xiuzhang, Wang Zhizhong, Guo Fang, Wang Hui, and Duan Yijun were all deputy provincial government officials before being transferred to the State Council departments, and most of them took office at the beginning of this year. Guo Fang is also a member of the Standing Committee of the Shanghai Municipal Party Committee.

Guo Fang and Ge Xiaoyan are female cadres, both of whom have taken up new positions for the second time this year.
Guo Fang
Guo Fang has rich grassroots work experience. On January 15th of this year, when the new leadership team of the Shanghai Municipal Government met with the media, Shanghai Mayor Gong Zheng introduced Guo Fang, who had just been elected as Vice Mayor, to have "experience working in multiple leadership positions in the city and district.". When serving as a member of the Standing Committee of the Shanghai Municipal Party Committee and Vice Mayor, Guo Fang ranked third in the leadership team of the Shanghai Municipal Government. She was born in October 1970 and is from Dehua, Fujian. After graduating from Renmin University of China in 1992, she started working at the grassroots level in Shanghai and has worked in six districts: Songjiang, Huangpu, Putuo, Xuhui, Fengxian, and Hongkou. Formerly governed Fengxian and Hongkou districts.

At the same time, Guo Fang has also served in two municipal bureaus in Shanghai and has experience in ecological and environmental protection work. In 2017, she was appointed as the Party Secretary and Deputy Director of the Shanghai Environmental Protection Bureau. In November of the following year, she was appointed as the Party Secretary and Deputy Director of the Shanghai Ecological Environment Bureau. Ge Xiaoyan
As mentioned earlier, Ge Xiaoyan, a female cadre, was born in December 1964. She graduated from the Economic and Legal Department of East China University of Political Science and Law with a background in law. In her early years, she worked in the Jiangsu procuratorial system. At the age of 37, she became the youngest prefecture level procurator in Jiangsu Province when she became the procurator general of Taizhou City Procuratorate. Later, she served as the deputy procurator general of Jiangsu Province Procuratorate, the director of the Anti Corruption Bureau, and the procurator general of Nanjing City Procuratorate. She has served twice as a new employee across provinces. In 2016, she left the Jiangsu procuratorial system and became the Secretary of the Party Group and President of the Higher People's Court of Jiangxi Province. In January of this year, she once again became the Chief Prosecutor of the Sichuan Provincial People's Procuratorate across provinces.

From the perspective of the rank of cadres, local transfers to the central government are mostly "level transfers", and some cadres have achieved "upgrades". Deng Xiuming
Deng Xiuming, the newly appointed Executive Vice President of the Supreme People's Court, has worked in Sichuan, Tianjin, and Jiangsu provinces, as well as in the Central State Organs Working Committee. This new appointment marks the second time that he has been promoted from a local level to the central government. He was born in December 1964 and taught at his hometown Chicheng Middle School in Pengxi County, Sichuan for 4 years. Later, he entered the English Department of Sichuan Education Institute and the Law Department of Southwest University of Political Science and Law to study. After graduation, he worked for many years at the Sichuan Provincial High Court, starting as a clerk and assistant judge. In 2002, he became the Vice President of the Sichuan Provincial High Court.
Deng Xiuming has also served on the disciplinary inspection front, serving as the "leader" of the disciplinary inspection system in Chengdu, the Central State Organ Working Committee, and Tianjin. He once served as the Deputy Secretary of the Chengdu Municipal Party Committee and the Secretary of the Chengdu Municipal Commission for Discipline Inspection. In the past few years, several corrupt officials were investigated in the Chengdu political arena: Li Chuncheng, former Deputy Secretary of the Sichuan Provincial Party Committee and former Secretary of the Chengdu Municipal Party Committee, Sun Ping, former Standing Committee Member of the Chengdu Municipal Party Committee, Fu Yi, former Vice Chairman of the Chengdu Municipal Political Consultative Conference, Zhao Miao, former Standing Committee Member and former Minister of the Organization Department of the Chengdu Municipal Party Committee, Chen Zhengming, former Assistant to the Mayor of Chengdu, and Li Kunxue, former Deputy Secretary of the Chengdu Municipal Party Committee, were successively arrested.

Wang Zhijun
Wang Zhijun, Executive Deputy Secretary General of the State Council, is the only Central Committee member among the 10 cadres. When he was elected as a member of the 20th Central Committee in October last year, he was one of the few cadres elected as a deputy provincial or ministerial level official. Recently, he has been appointed as the Executive Deputy Secretary General of the State Council and has been designated as a ministerial level official. Article 7 of the Organization Law of the State Council stipulates that the Secretary General of the State Council is responsible for handling the daily work of the State Council under the leadership of the Premier. The State Council shall appoint several Deputy Secretaries General to assist the Secretary General in his work.
Wang Zhijun was born in September 1965. Before being transferred to Heilongjiang, he worked for a long time in the central and state organs. He has held positions in the National Development and Reform Commission, the Office of the National Energy Leading Group, the Office of the Central Financial and Economic Leading Group, the Office of the Central Financial and Economic Commission, and the Ministry of Industry and Information Technology.
During his tenure as Deputy Minister of Industry and Information Technology, Wang Zhijun served as a member of the Central Propaganda Team to give lectures in Ningxia. According to CCTV, the Central Propaganda Team has high standards and authority, with all members being provincial and ministerial level leaders, as well as six members of the Political Bureau. Wang Zhijun is also a member of the research group for the report "Comparative Study of Two Global Crises", which won the 16th Sun Yefang Economic Science Award in 2014.
Zhou Ji

Zhou Ji's newly appointed Central Hong Kong and Macao Office is a newly established central institution after a new round of party and state institutional reform in March this year. He was born in May 1964 and worked for many years in his hometown of Hubei. He served as the director of Xiangfan Instrument Component Factory and the chairman of Xiangyang Automobile Bearing Group. In 2004, he transitioned from an enterprise to government and successively governed Gucheng County, Xiantao City, Shiyan City, and Yichang City. In 2020, he was transferred to Henan Province across provinces.
Adong
After taking office in the Central Committee of the Communist Youth League, Adong became the second "post-70s" official in the country and is currently the youngest official at the ministerial level in the country. The first "post-70s generation" in China is led by Li Yunze, Secretary of the Party Committee and Director of the State Administration for Financial Supervision and Administration. He just took office in May this year.
Adong was born in November 1970 and worked for the State Oceanic Administration for many years in his early years. In 2016, he participated in the two-way exchange and appointment of young and middle-aged cadres arranged by the Organization Department of the CPC Central Committee between the State Oceanic Administration and Hainan Province. During his work in Hainan, he once governed two cities, Sansha and Sanya. At the leadership meeting of Sansha City, officials from the Organization Department of the Hainan Provincial Party Committee publicly commented that "Adong has long worked on the national marine front, has rich experience in marine work, outstanding work abilities and achievements.". In 2020, Adong traveled across provinces to Jilin to take up his position, and recently assumed the position of the new Central Committee of the Communist Youth League.
