According to public data, Tao Guanghong, male, Han nationality, was born in October 1972 in Huaiyuan, Anhui Province, with a college degree, joined the CPC in July 1997, and started working in July 1994.

He had previously worked in Huaibei Mining Group Company, Suzhou Municipal Government Office, and other offices. In February 2013, he was appointed as the Deputy Secretary of Dangshan County Committee, and in September 2015, he was appointed as the Acting County Magistrate. Wang Gongwei's illegal gains of RMB 19278888, USD 338000, and a Fengtian Elfa car worth RMB 10558200 were confiscated and handed over to the national treasury, totaling RMB 225870954.

The court found that from 2005 to 2019, Wang Gongwei took advantage of his position as Deputy County Magistrate of Lingbi County, Director of Suzhou Education Bureau, County Magistrate of Xiao County, and Secretary of Xiao County Party Committee to provide assistance to requesting units and individuals in the construction of new school campuses, establishment of art schools, cooperative education, and payment of project funds. He used his power to seek rent and illegally received a Toyota Elfa car worth RMB 19278888, USD 338000, and RMB 10558200 from Xue, Wei, and seven others. After the incident, the stolen funds of RMB 9 million and USD 31900, as well as Toyota Alphard, have been seized and the stolen funds of RMB 8 million and USD 200000 have been recovered by the public security organs in accordance with the law.

The bribery case of Wu Baoliang, who served as the Secretary of the Xiao County Party Committee from 2009 to 2012, has received high attention, and the units of the briber almost cover all townships and county offices in Xiao County.
