According to today's Russian television website on August 1st, the Ukrainian police and National Security Agency stated on August 1st that they have discovered a conspiracy in 11 regions and capitals to issue false medical exemption certificates to men attempting to evade conscription.
The Office of the Prosecutor General of Ukraine announced that relevant departments have searched 100 offices and residences in Kiev, Kiev region, Odessa, Transcarpathians, Poltava, Vinnytsia, Cherkasse, Chernihiv, Lviv, Zhytomyr, Ivano Frankivsk and other places to investigate this conspiracy.
The prosecution department said that officials from the regional conscription center colluded with members of the military medical committee to develop a plan to issue certificates to individuals who are not suitable for military service due to health reasons and remove them from the conscription roster.
The prosecution department said that these conspirators reportedly charged a "service fee" of an average of $6000, and their clients did not even attend the medical examination because their electronic medical records could not be found. Then, the recipients of the service use these fake medical exemptions to travel to areas outside Ukraine.
The report stated that during the search of the doctor's office, conscription center, and residence of suspects evading military service, the police seized "medical records, registration logs of medical examination results, patient certificates, and other medical and accounting documents.". The entire conspiracy is said to be mediated by a third party, but the specific name has not been disclosed.
The report stated that the Ukrainian police and the National Security Agency were involved in the investigation. As of now, no individuals have been arrested, but relevant departments have issued "suspect notices" to multiple individuals.
