As the floods gradually recede, the affected areas in Beijing Tianjin Hebei, Heilongjiang, Jilin and other areas are gradually restoring normal production and living order. Some thorny issues are also being urgently resolved, such as the need to replant and remedy farmland in some areas; The machinery and equipment of enterprises, as well as the electrical appliances in residents' homes, have been soaked and urgently need to be inspected and repaired; Some damaged houses require urgent appraisal, etc. Post disaster reconstruction is a complex process. On the one hand, the government is strengthening organizational guidance, and on the other hand, forces from all sectors of society are also forming a joint force.

Liuheying Village is one of the most severely affected villages in Zhuozhou, and the businesses in the village have also been greatly affected by this flood. Early that morning, members of the corresponding assistance team dispatched by Baoding City came to a village enterprise to understand the situation.

This enterprise mainly engages in the processing of plastic packaging and woven bags, and exports its products to Mongolia, Russia, Africa and other places, with an annual output value of 20 million yuan. This flood disaster has caused significant damage to the raw materials and finished products of the enterprise, and more than 40 machines of the enterprise have also been submerged and damaged, making them unable to operate.

In order to help the disaster stricken areas carry out post disaster reconstruction as soon as possible, Baoding City has organized 14 counties and districts in the city that have not been affected by the disaster to provide targeted support to the affected areas. Douzhuang Town is supported by the Jingxiu District of Baoding City. In recent days, Jingxiu District has dispatched 12 assistance teams to 12 villages in Douzhuang Town to carry out assistance work. During the visit, the assistance team learned that the most urgently needed personnel for this company are electrical maintenance technicians.

After understanding the needs of the enterprise, the assistance team immediately began searching for technical personnel who could repair these devices. After multiple contacts, the assistance team finally provided technical support for this enterprise to connect with the backbone manufacturer of large domestic power transmission and transformation equipment. In the afternoon of that day, the support unit dispatched 9 technical personnel to form a technical team and came to the enterprise to carry out comprehensive maintenance.

The maintenance of equipment in the packaging factory is not complicated for the technical team, but due to the large number of equipment, there are also many parts that need to be repaired. In addition, the equipment has been soaked in floods and needs to be cleaned of mud, dried, and then inspected and repaired one by one. In order to save time, the technical team provided suggestions to the enterprise leader.

Under the guidance of the technical team, the person in charge of the enterprise urgently ordered a batch of damaged parts that needed to be replaced. These components are currently in transit and are expected to be installed and debugged in a week.

In order to enable the enterprise to deliver orders faster, the assistance team has also contacted the equipment manufacturer for this enterprise in the past two days and urgently allocated two cutting and sewing integrated machines, so that the enterprise can process the existing semi-finished products and further grasp the order progress.

With the joint efforts of the assistance team and the technical team, two large printing equipment of the enterprise have been repaired, and other damaged equipment is also being restored in an orderly manner. According to the schedule, this packaging factory will be able to fully resume work in about 10 days.

As the post disaster reconstruction work in Zhuozhou continues to deepen, Baoding City has dispatched assistance teams from multiple units such as industry and information technology, agriculture, and education to stationed in villages and provide guidance and assistance for the reconstruction work in industries, agriculture, education, and daily life of the affected villages and towns. At present, the industrial recovery in the disaster stricken areas is accelerating. In the affected agricultural planting areas, everyone is also working hard to repair the damaged farmland and agricultural facilities, and organizing farmers to actively replant and remedy the situation.

In recent days, in Wuqing District, Tianjin, with all the accumulated water in farmland in the Yongding River floodplain receding, post disaster reconstruction work such as damage registration and seed preparation and restoration has also been carried out. In Erjie Village, Huanghuadian Town, Li Naidong, the secretary of the village party branch, and Zhao Jianli, a farmer, went to the field to investigate the damage to the farmland.

Affected by the flood, farmer Zhao Jianli contracted over 240 acres of land for cultivation, resulting in significant losses. On August 17th, the accumulated water receded, and as soon as Zhao Jianli returned home, he was called by the village cadres to register the damage to the farmland at the village committee. After hearing that he could still receive compensation for the use of flood storage and detention areas, Zhao Jianli finally let go of his lingering heart.

In recent days, many farmers have registered with the village committee. In order to provide accurate support for subsequent compensation work, the village committee has adopted a one household, one file approach, and recorded the planting information of each farmer in detail.

In recent days, there has been intermittent rainfall in the local area, and professional testing and analysis of soil fertility, trace elements, and bacteria cannot be carried out yet. However, Zhao Jianli has made corresponding preparations for resuming cultivation.

During this period, not only are farmers preparing on their own, but the local agricultural department is also assisting the village and farmers in formulating planting plans in advance.

In Zhuozhou, Hebei Province, multiple large water pumps are used to pump accumulated water from farmland in Jia Village, Maotianzhuang Village, and Xujiazhuang Village in Dongchengfang Town. Dongchengfang Town also invited professors from China Agricultural University to conduct research and develop plans for post disaster reconstruction. Next, based on the guidance of experts and in accordance with the principle of one village, one policy, and one place, follow-up work will be carried out.

In addition to Tianjin and Zhuozhou in Hebei, agricultural production is gradually recovering in other areas affected by the flood. As of August 24th, Heilongjiang Province has drained 6.1534 million mu of farmland water, sprayed 14.5286 million mu of foliar fertilizer, and repaired 888 greenhouses. Jilin has discharged 1.451 million mu of accumulated water from farmland.

In this battle of flood control and disaster relief, in order to help the people in the affected areas restore normal production and life as soon as possible, party committees and governments at all levels strengthen organizational leadership, relevant departments and units fulfill their duties and cooperate with each other, and social forces also extend a helping hand to the affected people.

Gu Yujin operates household appliances in Yilan County, Heilongjiang Province. Recently, some villages in Yilan County were affected by heavy rainfall, causing flooding. Many villagers had their homes flooded and their household appliances flooded. Seeing the impact on their lives, he took the initiative to propose to do something for the affected villagers. Due to the large number of household appliances that needed to be repaired and the limited number of repair personnel, Gu Yujin mobilized other repair personnel in the county. I heard that we wanted to serve the disaster stricken people, and everyone responded one after another. A volunteer home appliance maintenance team of more than 20 people quickly formed.

On August 15th, as soon as the water in the Yantongshan Village of Yinglan Township, which was heavily flooded, had just receded, Gu Yujin brought a maintenance team here to help the villagers solve the problem. The maintenance team has specifically found a site in the village for centralized maintenance. If anyone has a large number of damaged electrical appliances, especially large ones, the maintenance personnel will directly provide on-site service. In the more than ten days after the flood receded, this volunteer maintenance team went to Yinglan Township, Jiangwan Town, Dalianhe Town and other places, and repaired more than 260 damaged household appliances for the affected people for free, helping them solve their urgent needs.

Now, the post disaster reconstruction work in the affected areas is being carried out urgently. At present, China is still in the main flood season, and relevant regions, departments, and units should always tighten the string of flood prevention and disaster relief, always putting the safety of people's lives and property first, and with a sense of responsibility of "always being at ease", carefully and consistently do a good job in flood prevention and disaster relief.
