Yushu City, Jilin Province, is the most populous county-level city in Jilin Province and also a major agricultural county. It is known as the country's top grain producing county. Due to the strongest rainfall process since the flood season and the impact of floods in the upper reaches of the Lalin River, some towns in Yushu have been severely affected, with a large amount of farmland flooded and villagers having to relocate. As the floods gradually recede, homes need to be rebuilt and food production needs to be restored. The various difficulties faced can be imagined. What is the situation with the elm tree? Recently, reporters from Focus Interview visited Yushu for a visit.

Qingshan Township Middle School is a resettlement site for disaster victims in Yushu City, Jilin Province. There are a total of 107 disaster victims resettled here, all from the nearby Risheng Village in Qingshan Township. At noon, the reporter saw that the staff had already distributed lunch, with each person receiving a large box of meat and vegetables. In Yushu City, Jilin Province, there are a total of 52 government resettlement sites such as Qingshan Township Middle School. All the people who were affected by the disaster and were relocated in Yushu City have been properly resettled so far.

Affected by Typhoon Du Suri, in recent days, some areas of the Lalin River basin have experienced severe flooding, and several towns in Yushu City, Jilin Province have experienced flooding. At 8:00 am on August 5th, the level three emergency response for flood prevention in Yushu City was upgraded to level one emergency response for flood prevention. Eight townships, including Qingshan Township and No. 8 Town, were severely affected by floods.

Wu Wei, Deputy Secretary and Mayor of Yushu City, Jilin Province: The amount of discharge from Mopan Mountain in the upper reaches of the Lalin River is relatively large, exceeding nearly twice the once-in-a-century discharge. After converging with the Mangniu River, the downstream towns of Yanhe, Qingshan, Daling, Yumin, Hongxing, and No.8 bear greater flood pressure. Floods are rapidly rising in the Lalin River, posing risks such as flooding. The peak at the Niutou Shanshui Cultural Observatory reaches 5200 cubic meters per second, which is also the standard for floods that occur once in a century. The closer to the Lalin River basin, the greater the impact and damage caused by floods.

The flood situation was critical, and the Changchun Municipal Government commanded and mobilized various forces to urgently transfer 25800 people in two separate phases.

Wu Wei, Deputy Secretary of the Yushu Municipal Party Committee and Mayor of Jilin Province: We have decisively taken measures to transfer the residents of the Lalin River Basin according to the flood control risk map within this scope. Through joint efforts, no one lost their lives in the face of the once-in-a-century flood.

Some of the people who have been transferred out voluntarily seek refuge with family and friends, while others choose to come to government arranged resettlement sites. At the resettlement site of Qingshan Township Middle School, the reporter saw that in order to ensure everyone's physical and mental health, the school clinic not only conducts health monitoring, but also provides psychological counseling to alleviate the anxiety of the masses.

The local party committee has established a temporary party branch in this resettlement site, composed of party members and cadres from multiple government departments. In order to facilitate everyone's ability to find people in a timely manner, each party member wears a red badge and is ready to handle any issues at any time.

During the visit, members of the temporary party branch found that some villagers were very concerned about their livestock not being taken care of. So, members of the temporary party branch immediately contacted the flood control observers who were left behind in the village, and helped them coordinate to establish a service team. While monitoring the flood situation, they took time to help the villagers feed their livestock.

While ensuring the safety of the people's lives, the restoration of life and production order and reconstruction work are also being carried out in an orderly and synchronized manner. There are four main tasks before the government of Yushu City: timely drainage, ensuring stable agricultural production, nuclear disaster compensation, and rebuilding the home.

We are increasing our services and reconstruction work for the production and daily life of the people. In addition, we are also increasing our efforts in nuclear disaster compensation, which is a concern for the public.

Yushu is the largest county in China in terms of grain production, ranking first in the country for 19 consecutive years. Ensuring stable agricultural production is of utmost importance. To ensure stable agricultural production, the most urgent thing is drainage. In this flood, the most severely affected areas in Yushu were mainly concentrated along the Lalin River, with a linear distribution. The closer it is to the Lalin River, the more severe the disaster is, and the heavier the drainage and other work becomes.

The reporter set off from the city of Yushu and headed to the heavily affected town of No. 8. Along the way, he saw that the vast majority of farmland was not flooded, and crops such as corn, rice, and soybeans were growing well. The closer it is to the Lalin River, the more obvious the impact of floods on crops. Upon arriving at the Lalin River, the first thing you see is several large equipment constantly pumping water. Lunch time is the only short break of the day for team members.

With the efforts of multiple professional teams such as the National Mine Emergency Rescue Shenyang Team, the National Mine Emergency Rescue Hongtoushan Team, the Jilin Provincial Forest Fire Brigade, and the Changchun Fire Rescue Detachment, the water level in local farmland and villages has significantly decreased through natural drainage, embankment drainage, canal excavation drainage, and machine forced drainage.

Yan Wei, member of the Standing Committee and Deputy Mayor of Yushu City, Jilin Province: We have taken three measures: first, we have used large pump machines for forced drainage, and currently 1732 pumps have been put into operation; The second is to lift all 26 strong drainage and waterlogging stations along the Lalin River to discharge water into the river; The third is self discharge by farmers. Up to now, the drainage of flooded crops has reached over 70%, and there are still about 10000 hectares that have not been drained. It is possible to seize one piece of land and save one acre.

After drainage, the top priority is to take timely measures to ensure stable agricultural production. The reporter arrived at Qingshan Township, which was severely affected by the disaster, and met local grain grower Wu Yongfeng. His 750 acre rice field was flooded due to being only about 2 kilometers away from the Lalin River. A few days later, the flood slowly receded, and with the help of the government, Wu Yongfeng immediately began drainage, buying valuable time for rescuing rice.

Ensuring stable grain production is crucial in terms of timing. Now is a critical period for rice growth. What measures should be taken for these flooded rice plants? The local villagers and government are very anxious. To ensure stable grain production, the city has dispatched a large number of agricultural technology experts to the fields and fields, teaching farmers their skills hand in hand.

When it drizzles, it also helps to clean the mud on the rice. Although rice is an aquatic crop, it should not be soaked in water for a long time, otherwise it will get sick. Therefore, experts remind Wu Yongfeng that after cleaning, it is necessary to use medication in a timely manner and strengthen field management. This can not only improve the stress resistance of rice, but also promote early maturity and yield increase.

In addition to rice, the planting area of corn in Yushu is also large, and this time some corn planting areas have been flooded. Experts suggest that different measures should be taken based on the severity and situation of the disaster, and even if it is flooded, scientific methods can still be used to effectively respond.

However, there are still some grain farmers who are worried that even if the harvest is successful, there will still be some losses. So what should be done about this part of the losses? The answer given by the Yushu Municipal Government is agricultural insurance.

Changchun Center Branch: The company immediately activated the emergency plan and conducted a disaster investigation using drones. At present, we have launched a total of 239 flights and determined the affected areas of 33 administrative villages. Next, we will actively communicate and coordinate with local governments, launch a green claims service channel, and initiate a high standard compensation standard mechanism.

At present, with the gradual receding of the flood, the drainage and desilting work in urban and rural areas are constantly advancing. The health and epidemic prevention departments have begun to carry out post disaster disinfection and sterilization work in qualified places, and the power sector is also gradually restoring power supply. All parties in Yushu City are working hard to achieve the goal of rebuilding their homes as soon as possible through their own contributions.

Wu Wei, Deputy Secretary of the Yushu Municipal Party Committee and Mayor of Jilin Province: Currently, the rescue materials and funding support in all aspects are very strong and steadily advancing. We have also actively responded to some of the demands of the masses, and we have actively coordinated their housing demands, including claims. The overall effect is relatively good now.

Flood prevention and control are not allowed. When the flood came, Yushu took emergency action from top to bottom, relocating and resettling a large number of people to ensure the safety of their lives. Post disaster recovery and reconstruction cannot wait either. As the water situation improves, elm trees use various means to ensure stable agricultural production. At the same time, the reconstruction of our home is also underway simultaneously. The Department of Agriculture and Rural Affairs of Jilin Province has also dispatched a disaster prevention and reduction working group to go deep into the hardest hit areas, guide the implementation of field management, and scientifically promote agricultural disaster prevention and reduction and post disaster recovery production. All parties are working together to minimize the losses caused by the disaster.
