From the central to local governments, from regulatory authorities to various universities, relevant measures are being introduced to promote employment. Through a series of practical measures such as visiting enterprises and expanding job opportunities, and providing precise assistance, universities in various regions continue to provide services to help college graduates find employment.
Lei Yang is a 2023 undergraduate graduate from Wuhan University of Technology. Approaching graduation, she has not yet found a suitable job, which often makes her feel anxious. For many graduates this year, the employment pressure is very high. And fresh graduates like Lei Yang, who have experienced setbacks in the postgraduate entrance examination and the civil service examination, have a relatively introverted personality. Finding a satisfactory job is not easy.
Ren Tiancheng, an undergraduate counselor at Wuhan University of Technology, said, "In terms of expression ability, I think it is her most lacking part. Many times, I ask and answer questions one by one, and I won't answer all the questions I want to ask at once."
Like Lei Yang, this group of students who lack strong communication skills and interview skills is a top priority in school employment.
Xin Sijin, Secretary of the Party Committee of Wuhan University of Technology, said, "From the perspective of students' employment situation, it is impossible to achieve balance at any time. There are always multiple factors that cause some students to face employment difficulties. In this situation, more attention should be paid to these students at the school and national levels, as their employment is more related to their families and future development. We will do our best to provide employment guidance, employment assistance, and job opportunities for these students."
In order to help the group facing employment difficulties improve their job seeking ability, although it has been less than two weeks since graduation, Wuhan University of Technology launched a 5-day Hongzhi Navigation Assistance Special Training Program in mid June specifically for graduates who are about to graduate but have not yet found employment. Lei Yang applied for the program on the recommendation of his counselor.
Shi Lin, Deputy Director of the Student Affairs Department and Director of the Employment Guidance Center at Wuhan University of Technology, said, "We will provide training on their resumes, interview skills, job seeking etiquette, and how to communicate with others during interviews. At the same time, we will more accurately understand their job seeking needs, improve their job seeking abilities and skills through training, and provide corresponding assistance in the subsequent job search process."
After 5 days of training, including resume creation, job information search, interview process, and skills, Lei Yang feels that he has greatly improved his ability to find a job.
This ambitious navigation assistance program is not unique to Wuhan University of Technology. It is a vocational training program for college graduates implemented by the Ministry of Education starting from 2021, supported by a special project established by the Ministry of Finance. In Hubei, 7200 graduates participated in Hongzhi Navigation Assistance Training in 2023.
As one of the eight training bases in Hubei Province, Wuhan University of Technology has received training on the Hongzhi Navigation Assistance Program for 1666 students since 2021. For fresh college graduates like Lei Yang, participating in training has improved their job seeking abilities, but if they haven't found a job for a day, they can't feel at ease. For schools, it is not only necessary to have a good training plan and employment guidance, but also to provide more services for unemployed graduates.
Huang Huali, Deputy Secretary of the Party Committee of the School of Marxism at Wuhan University of Technology, said, "There are several menus set up in the ledger for each unemployed student. We will calculate their employment intentions, employment prospects, and employment areas."
In order to help graduates find jobs as soon as possible, schools not only need to keep a good information ledger, but also the Employment Guidance Center and various colleges are trying their best to contact enterprises and explore more job demands. On the day Lei Yang and her classmates finished their Hongzhi Navigation Assistance Training, the school held a special job fair for the Hongzhi Navigation Assistance Program at the Employment Guidance Center. At the job fair, Lei Yang submitted resumes from several companies and also received interview invitations. The interview result was not satisfactory. The teachers in the school's career development research department also provided one-on-one interview guidance for her. For Lei Yang, what she currently lacks most is not necessarily skills and positions, but experience and confidence in job seeking. After graduating and leaving school, the school has been continuously recommending job positions to Lei Yang. On July 11th, good news came about Lei Yang's job search journey.
Among the 2023 graduates of Wuhan University of Technology, a total of 584 students have participated in Hongzhi Navigation Assistance Training, and currently 506 have successfully found jobs. Wu Muti is a student from the School of Transportation and Logistics Engineering at Wuhan University of Technology. He had been struggling with the postgraduate entrance examination and job search, but after undergoing the Hongzhi Navigation Assistance Training, he became determined and successfully found a job. Cai Jiang from the School of Information Engineering was also very confused on his job search journey. After training and finding a job, he even signed up to work as an employment assistant for the college.
The Hongzhi Navigation Assistance Program is not only a training, but also a measure to help disadvantaged employment groups. In the two years since the implementation of the project nationwide, a total of 198000 people have received centralized offline training and 757000 people have received online training, covering more than 2100 ordinary universities nationwide. It has become a brand project to promote the employment of key groups of graduates.
Wu Aihua, Deputy Director of the Student Department of the Ministry of Education, said, "I think the most obvious improvement is the confidence and competitiveness of students in job seeking. Preliminary statistics show that with the help and guidance of teachers, the final employment results of this group of students are higher than the national average. Of course, the Hongzhi Navigation Assistance Program still has a long way to go."
In addition to the Hongzhi Navigation Assistance Training specifically targeted at employment difficulties, various regions and universities have recently strengthened their efforts to promote employment in the face of youth employment pressure. The education department of Beijing has taken the lead in formulating 66 work measures, exploring 41000 job opportunities through a series of live streaming activities for employment guidance and visiting enterprises. Ningxia is developing positions such as preschool education, urban-rural communities, judicial assistants, and rural doctors, and increasing the subsidy standard from 45000 yuan per person per year to 55000 yuan. Chongqing Bishan relies on more than 730 large-scale enterprises and more than 12000 small and medium-sized enterprises in the area to develop suitable job positions for college graduates. Yunnan Province has introduced 17 measures to further promote employment and entrepreneurship among college graduates and other young people. The human resources and social security departments have refined employment services and provided free vocational guidance, three job information sessions, one skill training opportunity or employment internship opportunity for each unemployed graduate.
Zheng Qiong, Director of the Employment Promotion and Migrant Worker Work Department of the Yunnan Provincial Department of Human Resources and Social Security, said, "We have optimized policies and formulated a plan to promote employment and entrepreneurship for young people such as college graduates. Among them, there are incentives for business entities to attract young people such as college graduates for employment, while encouraging college graduates to return to their hometowns for entrepreneurship. We will provide up to 30000 yuan of entrepreneurship subsidies to college graduates who return to their hometowns to start businesses in e-commerce."
In Jiangsu, recognized small and micro enterprises can enjoy the social security subsidy for college graduates, which means that the social security portion paid by the enterprise is exempted for two consecutive years.
Wu Aihua: "We will continue to implement employment subsidies, social security subsidies, and vocational training subsidies. Recently, the Ministry of Human Resources and Social Security, the Ministry of Education, and the Ministry of Finance have proposed one-time job expansion subsidies, which are all aimed at motivating enterprises to better and more attract college graduates. In addition, in response to grassroots needs, we have expanded the implementation of the urban and rural community plan this year. Now, the positions of full-time community workers are open to graduates, and we will try to attract as many fresh graduates as possible. This year, for the first time, we have implemented the special plan for college student village doctors to attract college students to take root in grassroots training and growth."
At present, from local authorities to central authorities such as the Ministry of Education and the Ministry of Human Resources and Social Security, all are working together to take active measures to help college graduates find employment from multiple aspects such as expanding employment channels, promoting supply-demand matching, and improving employment services. The All China Federation of Industry and Commerce has also mobilized more than 3000 grassroots organizations and more than 50000 affiliated chambers of commerce to comprehensively investigate the job demands of private enterprises, widely collect and summarize suitable positions for college graduates, and carry out precise docking.
On June 25th, the Ministry of Human Resources and Social Security issued a notice deploying the launch of the 2023 Youth Employment Service Campaign for College Graduates and other youth, requiring provincial human resources and social security departments to establish a real name ledger for the 2023 unemployed graduates by the end of July.
Wu Aihua: "Through the active efforts of various universities and regions, and with the support of various departments, the employment progress of graduates in 2023 is shifting towards a positive direction. We need to provide warm employment guidance services, so that they can feel the care of the school and the support of all aspects of society from the bottom of their hearts, establish their confidence in successful employment, and realize their career ideals as soon as possible."
11.58 million graduates, we can feel the immense pressure of job seeking this year from the numbers. At present, the vast majority of college graduates have already graduated and left school. For those students who face employment difficulties, not only the school but also relevant departments should pay more attention, track and implement the employment progress of these students, provide timely employment consultation and guidance, provide effective job recommendations, and help them find a satisfactory job as soon as possible.
