On July 10th, the website of the Central Commission for Discipline Inspection and the National Supervisory Commission announced that five "insiders" of the Commission for Discipline Inspection had been arrested. They were Lu Zuoquan, former leader of the Jiangxi Provincial Party Inspection Team, Chen Haiming, Secretary of the Commission for Discipline Inspection and Supervisory Commissioner of Western Mining Group Co., Ltd., Liu Yongwu, former Secretary of the Commission for Discipline Inspection of Shendong Coal Group Co., Ltd. of the State Energy Group, Sun Guanghui, Deputy Secretary of the Party Committee of Guangzhou Institute of Navigation, and Fu Jiacai, former leader of the Discipline Inspection and Supervisory Team of the Hegang Municipal Commission for Discipline Inspection and Supervision stationed in the Municipal Public Security Bureau.
According to public information, Lu Zuoquan was born in June 1960 in Xiushui, Jiangxi, with a current university degree. He has been working in the field of disciplinary inspection for a long time and has retired for 4 years. He has served as a department level disciplinary inspector in the Research and Regulations Office of the Jiangxi Provincial Commission for Discipline Inspection, a member of the Party Group of the Jiangxi Provincial Local Taxation Bureau, and the disciplinary inspection team leader of the Provincial Commission for Discipline Inspection stationed at the Provincial Local Taxation Bureau. In August 2011, Lu Zuoquan was appointed as a member of the Standing Committee of the Nanchang Municipal Party Committee and Secretary of the Municipal Commission for Discipline Inspection. In September 2016, he was appointed as the leader of the inspection team of the Jiangxi Provincial Party Committee. In June 2018, he was dismissed from this position. In June 2019, Lu Zuoquan retired.
Chen Haiming was born in May 1977 in Xining, Qinghai, with a university degree. He worked in Datong County, Xining City in his early years. In September 2006, he went to the Qinghai Provincial Government Office to work. In 2014, he was appointed as the Deputy Director of the Seventh Secretariat of the Qinghai Provincial Government Office. In October 2016, Chen Haiming was appointed as the Director of the Administrative Office of Qinghai Bank. After 2022, Chen Haiming will serve as a member of the Party Committee, Secretary of the Discipline Inspection Commission, and Supervision Commissioner of Western Mining Group Co., Ltd. Elected as a member of the 14th Discipline Inspection Committee of the Communist Party of China in Qinghai Province in May 2022.
Liu Yongwu was originally appointed as the Secretary of the Discipline Inspection Commission of Shendong Coal Group Co., Ltd. of the State Energy Group. It is understood that Shendong Coal Group Co., Ltd. is a backbone coal production enterprise of National Energy Group, located in the energy rich areas of Inner Mongolia, Shaanxi, and Shanxi provinces. It is mainly responsible for the production and operation of National Energy Group's backbone mines in Shenfu Dongsheng Coalfield and Shanxi Baode Coal Mine, as well as supporting projects. The company's main business is coal production and washing processing. From its construction in 1984 to the end of 2020, it has produced a total of 3.1 billion tons of coal, and its main indicators have reached the first in China and the world's leading level.
Sun Guanghui was born in April 1964 and is from Miluo, Hunan. He holds a postgraduate degree while working. He has served as the Secretary of Fengxi District Committee of Chaozhou City, Secretary of Raoping County Committee of Chaozhou City, Chairman of the Standing Committee of the County People's Congress, Member of the Party Group and Deputy Mayor of Chaozhou City Government, Member of the Standing Committee of Shantou City Committee and Secretary of the Municipal Commission for Discipline Inspection, Deputy Secretary of Shantou City Committee and Secretary of the Political and Legal Affairs Committee, and Deputy Secretary of the Party Committee of Guangzhou Institute of Navigation.
Fu Jiacai, born in March 1978 in Anda, Heilongjiang, holds a university degree while working. He has served as the Deputy Researcher of the Hegang Public Security Bureau, the Leader of the Discipline Inspection and Supervision Group of the Hegang Municipal Commission for Discipline Inspection and Supervision stationed in the Municipal Public Security Bureau, a member of the Party Committee of the Municipal Public Security Bureau, the Leader of the Discipline Inspection and Supervision Group of the Hegang Municipal Commission for Discipline Inspection and Supervision stationed in the Municipal Agriculture and Rural Bureau, and a member of the Party Committee of the Municipal Agriculture and Rural Bureau.
Disciplinary inspection and supervision agencies are not natural safes, and disciplinary inspection and supervision cadres do not have innate immunity. The 19th Central Commission for Discipline Inspection disclosed a set of data in its work report to the 20th National Congress of the CPC: over the past five years, 43000 discipline inspection and supervision cadres have been interviewed by letters, 721 have been organized to deal with, 16000 have been punished, and 620 have been transferred to procuratorial organs. Another data shows that last year, the national disciplinary inspection and supervision organs filed more than 2200 cases against disciplinary inspection and supervision cadres, punished more than 2300 people, and transferred 110 people to the judiciary.
