Located on the border between China and Myanmar, Baoshan in Yunnan is at the forefront of drug control. In order to severely crack down on drug violations and crimes, the drug enforcement police in Baoshan have made continuous efforts in blocking drug entry channels, carrying out full chain crackdowns, preventing new types of drug crimes, and helping drug rehabilitation personnel return to society, achieving one result after another.
Today is the 36th International Anti Drug Day, and our reporter recently walked into the front line of drug control in Baoshan to record the touching stories of the vast number of anti drug police officers fighting at the forefront of the anti drug battlefield.
Located near the "Golden Triangle", with a long border and complex terrain, Baoshan in Yunnan has always been at the forefront of drug control.
During the peak period, on average, one drug trafficking case is cracked every three days, one drug related suspect is caught every two days, and nearly one kilogram of drugs is seized every day. In 2022, it was rated as the national model public security unit, which is the answer given by the mobile anti drug squad of Baoshan Public Security Bureau in Yunnan Province since its establishment more than 20 years ago.
Behind this achievement, there are bloodshed and sacrifices, as well as ups and downs. The familiar movie scenes of racing, charging trucks, and gunfights are the thrilling moments that many anti drug police officers have encountered. Thanks to their efforts, the number of drug trafficking cases and the number of drug users in Baoshan have continued to decline in recent years.

The special geographical location makes Baoshan one of the main battlefields for drug control in Yunnan.
With the efforts of the anti drug police, from 2018 to April this year, Yunnan cracked 40300 criminal drug cases and arrested 42600 suspect.
At the Mangyan border checkpoint, the four big characters "Anti Drug Brigade" are very prominent, which is the last checkpoint for the western Yunnan border area to enter the mainland.
One day in December last year, a truck loaded with watermelons slowly entered for routine inspection. Two boxes of watermelons with vastly different sizes but similar weights caught the attention of the police, and routine inspections immediately shifted to focused inspections.
Over 2600 boxes of watermelons weighing over 30 tons, police officers spent over 6 hours and finally seized 68.48 kilograms of heroin in the bottom compartment of 33 cardboard boxes. "During that period, there was a lot of fruit transportation between us, and drug traffickers felt it was easier to pass the customs. Watermelon harbors large and heavy drugs, making it a key target for inspection. This time, the 'Watermelon Drug Hiding Case' was successfully discovered, and it is estimated that drug traffickers will change their way of hiding drugs for a period of time," said Li Hui, a police officer at the Mangyan Border Inspection Station.
In recent years, with stricter border control, the way drug traffickers hide and transport drugs has also been constantly changing. Unlike the past "ant moving" drug transportation method, although the number of drug trafficking cases has decreased, the number of drugs seized in each case has significantly increased. The border trade between China and Myanmar is frequent, and criminals disguise drug transportation as normal goods, making drug transportation more covert. This has brought many difficulties to drug trafficking.
On the border at night, there was silence. At this moment, in addition to the police, there are also anti drug dogs on standby. Routine inquiry and inspection, the driver answered everything as usual. But the police dog "Yingkong" suddenly made a warning action and did not stop using its front paws to play with the goods. The police immediately launched a key inspection and ultimately seized 30 kilograms of heroin.
"Yingkong" is a Malinua dog, who was less than a year old when he was assigned to the Mangyan border checkpoint with police dog trainer Jiang Zhong in February 2020. "He is small in stature and timid in personality, and is afraid to avoid strangers." When he first met "Eagle Sky", Jiang Zhong said, "I hope we can make achievements together on the anti drug battlefield, so I named it" Eagle Sky ", which means" Eagle Strikes the Sky, gallops on the battlefield "."
In order to help "Eagle Sky" grow rapidly, Jiang Zhong repeatedly trained it with a set of movements including sitting, lying, standing, barking, and searching. With a large amount of training accumulation, "Eagle Sky" gradually emerged on the battlefield of investigation and seizure. As of now, "Yingkong" has assisted police in cracking 4 drug cases and seized 73.86 kilograms of drugs. At the beginning of this year, "Eagle Sky" was rated as a meritorious dog by the National Immigration Administration.

At two o'clock in the morning on May 21, 2020, everything was silent. The police officers of the Anti Drug Detachment of Baoshan Public Security Bureau's Mobile Investigation Brigade have been stationed for five days and nights, but the struggling team members have not relaxed their vigilance at all.
As two cars drove into the checkpoint one after another, the team members immediately boarded and checked, but no prohibited items were found. But according to previous big data analysis, the personnel on board have significant suspicion of drug trafficking. With a command, the team members immediately took control of the passengers in the car.
After inspecting the items on the car one by one, an extra car key caught the attention of the police. After careful investigation, it was discovered that the drug dealer had set up a suspicious scene. Two cars were dispatched to explore the way and report the information, while the drug hiding car followed in hiding. In the end, the police discovered a real drug hiding vehicle at the entrance of a certain elementary school and seized 166.56 kilograms of methamphetamine, setting a record for the highest public seizure and drug seizure since the establishment of the team.
Baoshan is located on the border, with forest secrets and village paths, where drug traffickers can hide and transport drugs. In order to increase the intensity of the crackdown, Baoshan pioneered a three-dimensional drug control model of "special investigation+public investigation" and established China's first mobile investigation and seizure brigade.
On February 16, 2002, on the first day of the establishment of the mobile seizure brigade, 9105 grams of heroin were seized on a truck traveling from the border to the mainland.
In recent years, with the development of new technologies, the criminal methods of drug traffickers and drug users have become increasingly covert. Baoshan Public Security is exploring and improving the big data anti drug work mode, establishing a "Anti Drug Big Data R&D Application Special Class", developing a drug related network analysis system, and automatically pushing warning information to frontline investigation and seizure units.
With the application of new technologies such as sewage drug testing and big data analysis, police cases are gradually shifting from "searching for people in a sea of people" to "searching for people through data", greatly improving the efficiency of drug tracing and anti drug intelligence collection. Which city has more drug users? Which areas have drug dens? Through sewage detection and traceability analysis, police can quickly identify key areas for drug control and drug users. The Anti Drug Brigade of the Longyang Branch of Baoshan Public Security Bureau used big data analysis to conduct association analysis and judgment on drug users, comprehensively understanding a drug trafficking network, and within three days, destroyed four drug trafficking groups in the urban area.

We have not only achieved precise analysis of the drug situation in our jurisdiction, but also achieved a full chain crackdown on drug dens. We have eliminated drug sources, stifled drug-related crimes at the forefront, and achieved new results in promoting drug prohibition and rehabilitation through intelligent drug control." said Zhao Nanfang, Deputy Mayor of Baoshan City and Director of the Municipal Public Security Bureau.

New types of drugs are constantly emerging, and preventing harm not only relies on police officers, but also on social propaganda
In August 2021, Lu Wen, a drug control police officer from Shidian County Public Security Bureau in Baoshan City, discovered online that a "drug rehabilitation capsule" was quietly becoming popular. Based on past experience, Lu Wen believes that this is highly likely a "cover up" by drug traffickers, selling drugs under the guise of selling rehabilitation drugs.
In order to investigate the facts, Lu Wen disguised herself as a drug user and contacted the other party, but the seller did not disclose the key information in a timely manner. In order to break down the enemy's psychological defense line, Lu Wen proved through "secret language" that she was "her own person" and finally gained the trust of the other party. She successfully purchased "drug rehabilitation capsules" in two installments.
Lu Wen discovered that "drug rehabilitation capsules" are "three no products" and have been identified to contain components of diphenoate. According to the laws and regulations of our country, this "drug rehabilitation capsule" belongs to other drugs and psychotropic substances that can cause addiction and addiction regulated by the state. Long term and extensive abuse not only fails to achieve drug rehabilitation, but also causes serious harm to the body.
Investigators found that these "drug detoxification capsules" were only sold through Internet channels, and orders were placed online and delivered by express. The buyers and sellers did not contact each other. "The seller keeps changing their contact information and even hires someone to mail the package, making it very difficult to investigate the case," said Lu Wen.
In order to investigate the case, the police increased their online patrols and specialized case analysis efforts, successfully understanding the network architecture of the gang. In September 2022, after more than a year, under the unified command of the Anti Drug Bureau of the Ministry of Public Security and the Anti Drug Bureau of the Yunnan Provincial Public Security Department, drug control departments in multiple regions cooperated with each other, and the case was successfully solved. Finally, 11.77 kilograms of suspected diphenoate were seized, and a criminal gang involving 17 provinces and dozens of members was dismantled.
"New types of drugs are emerging endlessly, and related criminal cases are on the rise." Lu Wen said, "Preventing the harm of new drugs not only relies on anti drug police, but also on social propaganda to help teenagers better identify these highly disguised drugs and traps."
Help with regression
Creating employment conditions and effectively solving the "last mile" problem of lifting the dynamic control of drug rehabilitation personnel
"After getting addicted to drugs, I lost my normal life," said Li, a drug rehabilitation worker from Longling County, Baoshan City. "Drugs are too scary, don't even touch a bite!" A few years ago, with the help of a community drug control specialist, Li ended his drug rehabilitation life. Now, he has found a job and started a new life.
After many drug rehabilitation patients return to society, employment becomes a crucial step towards a new life. Baoshan City has innovated the centralized management model for drug rehabilitation in communities, and has established one "drug rehabilitation community" in each of the five counties, with Longling County's Black Tea Community being one of them.
"At the beginning, many drug rehabilitation personnel had difficulty finding jobs," said Yang Sibo, the director of the Black Tea Community Police Station in Longling County. Many units had various concerns. However, being unemployed for a long time can easily lead drug rehabilitation personnel onto the old path of relapse. To this end, the black tea community has specifically introduced electronic component processing production lines and developed planting and breeding projects, in order to fight for employment and training opportunities for drug rehabilitation personnel and their families, create employment conditions, and effectively solve the "last mile" problem of dynamic control of drug rehabilitation personnel.
"With work and income, they can have a better life," Yang Sibo said. Community police officers have been carrying out long-term anti drug propaganda, prevention education, and the management of drug rehabilitation personnel. Many families of drug rehabilitation personnel have gradually participated in drug rehabilitation and education work. What pleased Yang Sibo the most was that the community had reduced the number of people admitted from over 200 in a year to zero last year.
For a period of time, foreign drug traffickers used special groups such as pregnant women, lactating women, and patients with infectious diseases to carry out drug trafficking in order to avoid being apprehended. Due to the lack of special detention places, such suspect are "difficult to be detained and punished", and drug control is faced with a passive situation of "letting go and letting go".
In 2016, Baoshan built a "Drug Related Special Group Reception Center" in the city's detention center, and renovated "Special Supervision Areas" in various county detention centers to lawfully punish and detain special groups involved in drug related crimes. Since 2017, the number of drug trafficking cases involving special groups passing through Baoshan has decreased to zero.
In order to curb the growth of drug users from the source, Yunnan continues to strengthen comprehensive governance, strengthen anti drug propaganda, focus on the construction of campus drug prevention education platforms, and strictly prevent the harm of new drugs to young people.
