On June 30, the State Forestry and Grass Administration announced the newly adjusted "List of Terrestrial Wild Animals with Important Ecological, Scientific and Social Values." Wild boars that have caused serious damage in some areas have been transferred out of the "three have" list.
It is understood that the newly adjusted "three have" list contains a total of 1924 species of wild animals. Compared with the original list first published in 2000, more than 700 kinds of wild animals have been added while basically retaining the original species. The species listed in the original list are not naturally distributed in our country, or widely distributed, the population is extremely high, there is no risk of extinction, and may even cause harm.
Zhang Zhengwang, a professor at Beijing Normal University, said that the adjustment of the list is based on the scientific assessment of the ecological, scientific, and social values of terrestrial wild animals, and fully considers the population changes of relevant species, threats they face, and social concerns. For vertebrates, as far as possible should be protected; for invertebrates, due to their wide variety and large number of most species, some species that are really necessary to be protected and conform to the basic principles of adjustment are included. "By adjusting and expanding the scope of protection, it will provide a legal basis for cracking down on the destruction of wild animals and their habitats and illegal business and utilization activities, which will help to promote the improvement of protection management capacity and public awareness of protection, and promote the protection and improvement of natural ecology." Regarding the transfer of wild boars from the list, Jin Kun, a researcher at the Institute of Forest Ecological Environment and Nature Conservation of the Chinese Academy of Forestry Sciences, explained that there is no threat to the survival of the wild boar species, and the population in many areas is too high, which is in line with the basic principles of adjustment. At present, 28 of the 31 provinces in the country have wild boar distribution, of which 857 counties in 26 provinces have wild boar damage, which has adversely affected the production and life of the local people, and this trend is becoming more and more serious. From the perspective of social development and people's life, it is necessary to bring wild boar out of the list.
He also said that bringing wild boars out of the list does not mean that they can be killed at will. After the wild boar is transferred out of the list, the procedures for carrying out hunting activities are more convenient, but we should still adhere to the principle of giving priority to protection, and strictly abide by the provisions of laws and regulations such as prohibited hunting areas, prohibited hunting periods, prohibited hunting tools and methods, and national gun management.
Jin Kun also said that after the wild boar was transferred out of the "three haves" list, according to the newly revised wildlife protection law, the losses caused by the wild boar are still within the scope of compensation for damage, and the damaged people can still be compensated according to law.
