The defendant Wei Ying, male, Han ethnicity, was born on May 1, 1987, unemployed. At around 7:00 am on June 4, 2020, the defendant Wei Ying developed hallucinations while using drugs with others and carried a sharp knife to the riverbank of Xiangjiang North Road in Shigu District, Hengyang City, Hunan Province. Wei Ying believed that the victim Liu in this activity posed a threat to his life, so she stabbed Liu several times in the neck, chest, and other areas with a knife, resulting in Liu's death; After wielding a knife, he slashed at the victim Wu who was running nearby, and Wu avoided it; Believing that the victim Xu was a "female assassin", he stabbed Xu multiple times in the back with a knife, causing minor injuries. The victim Xiao stopped when he saw the situation, and Wei Ying stabbed Xiao in the back with a knife, causing him to be seriously injured.
This case was originally tried by the Intermediate People's Court of Hengyang City, Hunan Province, and reviewed by the Higher People's Court of Hunan Province. The Supreme People's Court conducted a death penalty review of this case. The court believes that the defendant Wei Ying intentionally and illegally deprived others of their lives, and his behavior constitutes the crime of intentional homicide. Wei Ying violated national laws and regulations by taking drugs, causing hallucinations and then repeatedly stabbing innocent people with a knife in a public place, resulting in one death, one serious injury, and one minor injury. The criminal circumstances are particularly heinous, causing great social harm, and the consequences and crimes are extremely serious, which should be punished according to law. Accordingly, the defendant Wei Ying was sentenced to death and granted life deprivation of political rights in accordance with the law. Criminal Wei Ying was executed according to law on June 21, 2023.
