On July 10th, the reporter learned from a notice posted by the First Intermediate People's Court of Hainan Province that Huang Shaoxie, a man who killed Zhuo Qihong, a former staff member of the Public Security Detention Center of Lingshui County, Hainan 21 years ago, had been taken to the execution ground on July 9th.

According to public reports, on the afternoon of May 15, 2002, Huang Shaoxie had a dispute with the owner of a table tennis shop in Zuguan Village, Lingshui County. He injured the owner and fled. After learning about this, Zhuo Qihong, who was on duty nearby, caught up with Huang Shaoxie and his companions on a motorcycle, revealed his identity as a police officer, and demanded that the two not cause trouble at the billiard shop. Huang Shaoxie and his companions disobeyed the warning and beat Zhuo Qihong with their fists and wooden sticks. In the fight, Zhuo Qihong was beaten and seriously injured due to being outnumbered.
The notice shows that after injuring Zhuo Qihong, Huang Shaoxie returned to the scene alone to beat Zhuo Qihong's head, back and other parts, resulting in Zhuo Qihong's death despite rescue efforts.
After the incident, Huang Shaoxie hid his name and fled in fear of crime. On March 29, 2021, he was arrested by the police in Qiongzhong County, Hainan for driving without a license and drunk driving. After multiple investigations, the police found that he was the murderer of Zhuo Qihong.
After being tried by the First Intermediate People's Court of Hainan Province, Huang Shaoxie was sentenced to death for intentional injury; Sentenced to two months of detention for the crime of dangerous driving; The decision to execute the death penalty is based on a combination of multiple crimes.

Escape after killing a police officer
According to the Southern Metropolis Daily in March 2006, Zhuo Qihong was born in October 1964 and is from Lingshui County, Hainan. He started working in public security in July 1988 and was a staff member of the Lingshui County Public Security Bureau's Public Security Detention Center before his death.
On May 15, 2002, in a street facing tea shop in Zuguan Village, Benhao Town, Lingshui, residents of Benhao Town, Huang Shaoxie and Huang Mouyong, seized a child's club to play billiards. They were stopped by the owner of the billiards table, and they unreasonably beat the owner before escaping.
The above court notice shows that police officer Zhuo Qihong, who was on duty near the scene, caught up with Huang Shaoxie and Huang Mouyong on a motorcycle at the intersection of Jiuqu Village in this town after learning about it. After revealing their identity as police officers, they warned Huang Shaoxie and Huang Mouyong not to cause trouble at the billiard shop again.
Huang Shaoxie was dissatisfied and got into a fight with Zhuo Qihong. Huang Mouyong also stepped forward to help Huang Shaoxie beat Zhuo Qihong. After Huang Shaoxie escaped, he picked up a wooden stick and repeatedly beat Zhuo Qihong's head and other vital parts, causing him to be injured and fall to the ground. Later, Huang Shaoxie and Huang Mouyong drove a motorcycle together to escape. However, after Huang Shaoxie and Huang Mouyong separated, they returned to the scene and physically assaulted Zhuo Qihong's head, back, and other parts. Zhuo Qihong later died after being sent to the hospital for treatment but failed.
On April 1, 2004, Zhuo Qihong, who sacrificed himself to maintain social stability, was approved as a revolutionary martyr. After the incident, Huang Shaoxie hid his name and continued to flee.
Captured after 19 years of exile and sentenced to death
Huang Shaoxie was caught 19 years after he killed Zhuo Qihong. According to a report released by Shaanxi Legal Network in April 2021, on March 29 of the same year, Luo Zhimin, the captain of the Traffic Management Brigade of Qiongzhong Public Security Bureau, led police officers to carry out team education and rectification work at the zero kilometer intersection, while setting up checkpoints to intercept various traffic violations.
At around 6 pm that day, a man riding a two wheeled motorcycle with a slightly red face entered the sight of the traffic police guarding the checkpoint. The traffic police conducted an alcohol test on the man at the scene, and the test results showed that he was drunk driving. The traffic police questioned the man, but he evaded his words and couldn't even say his own name through his drunkenness. The on-site traffic police decided to restrain him until he sobered up before conducting an investigation.
Injuring police officers to death and absconding for 19 years. Suspect Huang Mouxie was arrested
The next day, facing the traffic police's inquiry, the man still answered the wrong question. After multiple inquiries by the police, the man gradually revealed that his name is "Aming", also known as "Zhuo Mouyou", and he lives in Beiwan Village Committee, Heping Town, Qiongzhong County. The traffic police, together with police officers from the police station, rushed to the Beiwan Village Committee for a visit and investigation. When seeing the photo of "Amin", the Party branch secretary of Beiwan Village clearly told the police that "Amin" is not called Zhuo Mouyou, but Zhuo Mouyou has another person who is a villager of the village, and "Amin" has lived in Zhuo Mouyou's house for a long time.
After the police found Zhuo Mouyou's home, his family said they did not know about "Amin"'s past, only that "Amin" came from Lingshui to live in Heping Town, Qiongzhong more than ten years ago. After the police contacted Lingshui police, at about 21:00 on March 30, 2021, Lingshui police fed back investigation information: this person was a suspect suspected of intentionally wounding and killing in 2002.
Huang Shaoxie was later transferred to Lingshui police for further investigation.
The above-mentioned court notice shows that in accordance with the relevant provisions of the Criminal Law, the First Intermediate People's Court of Hainan Province sentenced Huang Shaoxie to death for the crime of intentional injury and deprived of political rights for life; Huang Shaoxie was sentenced to two months of detention for the crime of dangerous driving and a fine of 3,000 yuan. The combined punishment for several crimes decided to execute the death penalty, deprived of political rights for life, and fined 3,000 yuan.
After the first instance judgment, Huang Shaoxie refused to accept the verdict and appealed to the Hainan Provincial High Court. The case was tried by the Hainan Provincial High Court, which upheld the original judgment and submitted it to the Supreme People's Court for approval in accordance with the law.
The Supreme People's Court has ruled to approve the above judgment against the criminal Huang Shaoxie.
On July 9, 2023, in accordance with the execution order issued by the President of the Supreme People's Court, the First Intermediate People's Court of Hainan Province confirmed the identity of the criminal Huang Shaoxie and took him to the execution ground for execution.
