The official website of the Zhejiang Provincial Government recently announced the "Implementation Plan for Promoting the Implementation of the Basic Public Service System in Permanent Residences and Orderly Promoting the Citizenization of Agricultural Transfer Population", which requires further smooth integration of agricultural transfer population into urban channels. The province will completely lift the household registration restrictions, ensure the uniformity of standards for rural and local agricultural transfer population entering the city for household registration, implement a household registration system based on their place of habitual residence, and implement policies for legal and stable household registration and the relocation of their spouses and other direct relatives. The plan will be implemented from July 22nd and is valid for 5 years.
Promoting the urbanization of agricultural transfer population is the essence of Zhejiang's high-quality development and construction of a demonstration zone for common prosperity, and it is also an important lever for implementing the new urbanization strategy. Last year, the number of agricultural migrants in Zhejiang was about 17.49 million, accounting for 26.6% of the permanent population. According to the Implementation Plan, the urbanization rate of the permanent population in the province will reach 76% by 2027, and the growth rate of per capita income of agricultural transfer population will be basically synchronized with the growth rate of per capita disposable income of residents.
Further efforts will be made to facilitate the integration of agricultural migrant populations into urban areas, including the relaxation of household registration conditions and the improvement of the new type of residence permit system. The new policy clarifies that the province will completely abolish the policy of household registration restrictions, ensure the standardization of urban household registration for agricultural transfer populations from other regions and local areas, implement a household registration system based on their habitual residence, and implement policies for legal and stable household registration and the relocation of spouses and other direct relatives.
The urban area of Hangzhou will further improve the point based household registration policy, ensure that social security payment years and continuous residence years account for the main proportion, and gradually lift the annual household registration quota restrictions.
Promote the cumulative mutual recognition of registered residence registration access years such as social security payment and residence time throughout the province, and gradually expand to the cumulative mutual recognition in the Yangtze River Delta region.
Adhere to respecting will and prioritizing stock, promote the stable employment and livelihood of agricultural migrant workers in urban areas to settle down in cities with their families, and enjoy the same rights and obligations as urban residents. According to the law, the rural land contracting rights, homestead land use rights, and collective income distribution rights of farmers who settle in cities shall be guaranteed, and the withdrawal of these rights shall not be used as a condition for farmers to settle in cities.
In terms of improving the new type of residence permit system, we will promote electronic residence permits, comprehensively implement online application, issuance, endorsement, and use of electronic residence permits, and strive to achieve that all agricultural transfer population who are willing and meet the conditions hold residence permits. Explore the implementation of a cross district mutual recognition and conversion system for residence permits. Improve the mechanism for providing basic public services in urban areas using residence permits as carriers, gradually promote the connection between the functions of residence permits and ID cards, expand the scope of basic public services that residence permit holders can enjoy, and improve service standards. Explore a gradient supply system for scarce and high-quality public services.
Further strengthening the public service guarantee for agricultural migrant populations, Zhejiang will implement six tasks: optimizing employment and entrepreneurship services, increasing housing security efforts, ensuring the education rights of migrant children, improving medical and health services, expanding social security coverage, and optimizing public cultural services. For example, improving the housing security system with public rental housing, affordable rental housing, and jointly owned property rights housing as the main body. Include migrant children in the scope of compulsory education guarantee in the destination, and establish a mechanism for allocating educational resources according to the size of the permanent population. We will increase the degree supply of public schools, and enhance the ability of residence permit holders to ensure that their children can study in public schools. In areas with insufficient degrees in public schools, it is encouraged to arrange for accompanying children to attend legally established private compulsory education schools through government purchasing services. We will improve the mechanism linking basic public health services with permanent residents, promote the exchange and sharing of residence card, ID card information and electronic health records, and implement basic public health services such as health management for children aged 0 to 6, pregnant and lying in women, the elderly, patients with chronic diseases, and patients with tuberculosis. Promote direct settlement of hospitalization and outpatient expenses across provinces, expand the scope of designated medical institutions for cross provincial and cross regional medical treatment, and improve the convenience of medical treatment for agricultural migrant populations in different regions.
At the same time, we will further enhance the ability of agricultural migrant workers to fully integrate into cities, improve their labor skills and qualities, create an open and inclusive urban atmosphere, encourage agricultural migrant workers to participate in community management services, democratic consultation and deliberation activities, and social affairs management, and recommend advanced members of agricultural migrant workers to serve as party representatives, people's congresses, CPPCC members, and members of the Youth Federation at all levels.
