Another set of regulations for card games formulated by the Chess and Card Center of the General Administration of Sport of China has gradually taken shape.
On August 15th, the website of the Chess and Card Center of the General Administration of Sport released a notice on soliciting public opinions, stating that in order to ensure the healthy development of the card game, create a fair competition environment, and establish a standardized competition order, the Chess and Card Center of the General Administration of Sport has formulated the "Disciplinary Guidelines and Punishment Regulations for Card Games", which is now widely soliciting opinions from the society. The deadline for this solicitation of opinions is August 25th.
According to the Disciplinary Guidelines and Punishments for Guan Pai Tournaments, this regulation applies to various levels and types of Guan Pai tournaments and activities held within China, including but not limited to sports authorities at all levels or Guan Pai associations at all levels that host and undertake events and related activities.
In addition, if any illegal or disciplinary behavior occurs during the competition, a punishment decision should be made in accordance with relevant rules and regulations, based on careful investigation and evidence collection, determination of facts, and clarification of responsibilities. The punishment decision shall be issued by the sports regulatory authorities at all levels or the card association at all levels. Text, audio and video information can serve as a reference for investigating illegal and disciplinary incidents and imposing penalties.
Among the violations listed in the draft for soliciting opinions on the above regulations, it also includes the use of AI - using auxiliary means such as illegal communication, intelligent AI devices, and guidance from others to participate in the competition. Depending on the severity of the situation, the team's qualification and results for this competition will be revoked and criticized; The individual involved is banned from playing for 5 years or more; The sports team involved is suspended for 1-3 years.
Guandan is a puzzle poker game that originated in Huai'an, Jiangsu Province. It evolved from the previously popular "run fast" and "80 points" games across the country. The game is played in pairs with four players, with wins and losses upgraded. After years of development, it is currently popular in Jiangsu and Anhui regions and rapidly spreading throughout the country.
In order to meet the needs of the public, the Chess and Card Center of the General Administration of Sport has piloted the competitive egg throwing project, and has explicitly stated in public documents that "the egg throwing project should be gradually guided and standardized according to the goal of becoming a formal sports project.".
In June 2022, the Chess and Card Center of the General Administration of Sport pointed out that Guandan has strong entertainment, participation, viewing, scientific and competitive qualities, which can improve people's memory, judgment, analysis, and cooperation awareness. Due to its simplicity, easy to learn, suitable for all ages, and enjoyable for both body and mind, it is deeply loved by the public and has been popularized in many cities in recent years. With the popularization of Guandan, various sectors of society hope to have departments take the lead in organizing high-level competitions and unifying relevant rules.
As of now, the Chess and Card Center of the General Administration of Sport has successively issued multiple rules for the competition of Guandong Poker, including the "Rules for Competitive Guandong Poker Competition," "Guidelines for Organizing Guandong Card Competitions," "Guidelines for Participating in Guandong Card Competitions," "Management Measures for Guandong Card Competitions," "Management Measures for Guandong Card Referees," and "Code of Conduct for Guandong Card Competitions.".
It is worth mentioning that the 5th National Intelligence Games will be held in Hefei, Anhui Province from October 25th to November 4th this year. The games will include a public speaking group and performance events. And Guanpai has been listed as a performance event in this year's National Intelligence Games.
On August 16th, the Chess and Card Center of the General Administration of Sport released a public notice stating that after reviewing the application materials and conducting on-site evaluations, the organizer of the performance project of the 5th National Intelligence Games was finally determined to be the Huai'an Guandan Federation. The public notice will be held from August 18th to 22nd, 2023.
