Enriching teaching staff——
College graduates step onto the podium of rural primary and secondary schools
"I hope that there will be a highland of education in the mountains, and children in the mountains will have a better future. I am willing to root in rural education and be a 'dream keeper' for children deep in the mountains," said Liu Xiuxiang, Deputy Secretary of the Party Branch of Wangmo County Experimental High School in Qiannan Buyi and Miao Autonomous Prefecture. In the 2012 college entrance examination, only 70 people in Wangmo County were admitted to universities. By 2022, more than 1300 people had exceeded the undergraduate admission line. In Guizhou, more and more children are changing their destiny through studying, and many locals choose to return to their hometowns and build their own after graduating from university.
In order to further enrich the teaching staff of grassroots education, Guizhou continues to attract outstanding young people who are engaged in rural compulsory education through the special post plan. In 2015, with the support of the Ministry of Education, the special post plan policy achieved provincial coverage. In 2023, the Special Post Plan will further tilt towards supporting schools in relocation and resettlement sites that meet the conditions, and supplement the shortage of weak subject teachers in schools in resettlement sites.
In September 2018, Yang Tonghong came to Wangmo Experimental High School through the Special Post Plan and was responsible for two classes of Chinese language classes. "The school is located in relocation and resettlement sites for poverty alleviation. Initially, there was a shortage of teachers, but now there are more than 230 teachers in the whole school, with half of them being special duty teachers," he said.
This year, Guizhou aims to consolidate and expand the achievements of poverty alleviation, comprehensively promote rural revitalization, adhere to problem oriented and demand oriented approaches, and promote the problem-solving and problem-solving of teaching staff in rural schools. This autumn, 5571 college graduates recruited through the Special Post Plan will take to the podium of primary and secondary schools in rural Guizhou.
Focus on nutritional improvement——
From "eating well" to "eating nutritionally and scientifically"
"The cafeteria has meat, vegetables, and fruits every day. Today we had lamb, and my classmates and I were full every day without leaving any leftovers," said Zhao Yuhang, a student at the First Primary School in Sanhe Town, Renhuai City, Zunyi City.
Since 2012, Guizhou has comprehensively implemented the rural student nutrition improvement plan based on the actual situation, and achieved full coverage of compulsory education schools in rural areas throughout the province in 2017. According to the principle of "public welfare and non-profit", school canteens operate and manage their own meals to provide students with nutritious lunches. Each year, more than 3 billion yuan is invested in student nutrition meal subsidies, benefiting more than 3.8 million rural primary and secondary school students. In 2021, in order to continuously improve the nutritional and health status of rural students, Guizhou implemented the Nutrition Improvement Plan Quality Improvement Action, which promoted the transformation of student nutrition meals from "eating well" to "eating nutritious and scientific" through customized nutritional recipes, adhering to the combination of school and agriculture, and strengthening collaborative supervision.
In the theme education, Guizhou has carried out project-based, list based, and specific rectification to address the problems in fund management, organizational support, operation management, and supervision management of nutritional meals, promoting the more standardized operation of nutritional improvement plans.
In 2012, the First Primary School of Sanhe Town launched a student nutrition improvement plan. Initially, due to lack of experience, they could only learn from surrounding schools and then combine it with actual renovation and upgrading. "The ingredients were initially purchased by the school itself, and later changed to unified bidding to ensure quality and safety." Zhao Minggang, the vice principal of the First Primary School in Sanhe Town, said that the school has now established a catering committee to supervise and manage the cafeteria, strictly controlling the acceptance, quality, and operation of ingredients, and regularly organizing chef training to ensure that children eat happily and with peace of mind.
The monitoring data from the Guizhou Provincial Center for Disease Control and Prevention shows that since the implementation of the nutrition improvement plan, the nutritional and health status of rural students in the province has greatly improved. From 2013 to 2021, the average height of students aged 6-17 increased by 4.39 centimeters, and their body mass indices such as growth retardation rate, weight loss rate, and anemia rate decreased by 14.34%, 5.68%, and 20.02%, respectively. Nutritional meals not only alleviate the burden on rural families, but also ensure the basic living needs of a large number of left behind children in school, and the dropout rate of students has significantly decreased.
Developing vocational education——
Enable rural students to possess "unique skills"
Chen Hu, a student of Guizhou Equipment Manufacturing Vocational College, was born into a poor family in Qingshan Village, Anlexi Township, Hezhang County, Bijie City. He entered the school's precision poverty alleviation class in 2017. Less than two years after graduation, I have completed four career leaps from an enterprise intern to a formal employee, technical backbone, and regional team leader. Currently, I earn over 10000 yuan per month.
Relying on vocational colleges and skill training institutions, Bijie City is making every effort to build a labor service brand of "Bijie Construction Workers, Bijie Miao Embroidery, and Bijie Leading Post Anchors", to solve the problem of employment personnel from poverty-stricken families lacking "one skill". At the relocation and resettlement site in Guihua Street, Qixingguan District, electrician skills training has benefited more than 100 relocated poverty alleviation residents and provided them with the "golden key" to employment.
"I have been trained for 10 days and have learned the single control, dual control, and multi control connection methods of lighting. After another 25 days of training, I will be able to obtain a basic electrician certificate and an electrician operation certificate through the exam, making it easier to find a job," said student Li Yigang.
In recent years, Guizhou has successively implemented the "9+3 Plan" for education, the construction of vocational education cities, the "Strengthening the Foundation of Vocational Education" project, and the dual improvement project for vocational skills and academic qualifications, continuously promoting the expansion and improvement of vocational education in the province. At present, the number of vocational school students in the province has increased from less than 600000 to nearly 1 million. The average initial employment rates of vocational and secondary school graduates have reached 90% and 94% respectively. The employment rate of vocational and secondary school graduates in the province has increased from 30% to 70%. More than 300000 students from impoverished families have achieved poverty alleviation and prosperity through vocational education.
Since the beginning of this year, Guizhou Province has continued to improve the vocational skills and education double enhancement project, timely scheduling, supervision, and standardization of work in various regions in the form of "monthly scheduling and quarterly supervision". It is expected that the total number of participants will reach 300000 by the end of August.
