Ensuring stable employment opportunities for migrant workers
In recent years, the population of migrant workers has shown a trend of gradually aging age structure and optimizing human capital, which poses new requirements for the scientific formulation of employment policies for migrant workers. In the coming period, we should base ourselves on the actual situation of the country, adopt stable, pragmatic and flexible employment policies, and promote the employment and employment of migrant workers.
Migrant workers are an important force in the new urbanization and rural revitalization. The total number of migrant workers in China is currently stable at around 290 million. Promoting high-quality employment of migrant workers is not only related to stabilizing employment, but also of great significance for promoting high-quality economic and social development and achieving common prosperity.
Encourage the urbanization of migrant workers. Due to differences in employment opportunities, public service levels, and living conditions between urban and rural areas, the transfer of rural labor to urban areas will continue for a considerable period of time. Especially for the new generation of migrant workers born in the 1990s, who have a higher level of education, integrating into the city is one of their main demands for going out to work. However, the current urbanization of migrant workers still faces some obstacles, especially the issue of children's enrollment and family housing. In fact, as China enters a new normal of population development, both compulsory education and housing supply will show a trend of gradually loosening the supply market. Actively promoting the urbanization of migrant workers is not only an inevitable trend of urbanization, but also a necessary requirement for driving urban economic growth. We should increase financial expenditures to expand the scale of public schools and support the development of private schools based on the current number of migrant children and expected future growth. We should also strengthen the expansion of degrees through multiple channels and ensure that migrant children receive compulsory education equally. At the same time, we will gradually open up policy guaranteed housing such as shared property rights housing and public rental housing to migrant workers, encourage banks to provide housing credit products suitable for the occupational characteristics of migrant workers, and support migrant worker families to buy houses nearby and integrate work and housing.
Support migrant workers to work locally and nearby. Due to the increasing demand for labor skills in industrial transformation and upgrading, as well as factors such as family reunification, the inter provincial mobility of middle-aged and elderly migrant workers has weakened, and the proportion of local employment in cities and counties continues to rise. The increase in employment of migrant workers in county areas has a positive effect on the prosperity of the county economy, which is conducive to promoting coordinated regional economic development. At the same time, it can alleviate the "three left behind" problem in rural areas and promote social stability and prosperity. However, the current capacity of many county-level economies to carry employment is limited, and the employment channels are relatively single. This requires accelerating the development of county-level characteristic industries, constructing a modern agricultural industry system, and developing new formats such as agricultural product e-commerce, leisure agriculture, creative agriculture, and rural tourism. By promoting the integrated development of the primary, secondary, and tertiary industries, extending the industrial chain, attracting more migrant workers to work nearby, enhancing the county's employment capacity, expanding employment channels, and transforming the "beautiful environment" into a "common prosperity economy.". At the same time, we should increase support for returning home to start businesses, provide comprehensive support such as venues and funds for migrant workers who understand technology and the market, and promote entrepreneurship to drive employment.
Help more migrant workers to have technical meals. Having abundant wealth is better than having limited skills. To ensure the stability and secure employment opportunities of migrant workers, precise policies must be implemented, and the combination of skills and technical training for migrant workers must be effectively implemented to enhance their "hard power" in employment. The government should adapt to the situation, increase the budget for social training, build digital training platforms, and standardize vocational skills and various knowledge training for migrant workers, so that job seekers can keep up with the times. Explore ways for the government to purchase training results, introduce market competition mechanisms, and mobilize various educational resources distributed in counties, townships, and rural areas to participate in rural labor training. Based on the needs of characteristic industries, relevant vocational skill training will be carried out to continuously enhance the vocational skill level of rural migrant workers in the county, providing talent support for the growth of the county economy.
Secure the bottom line of safeguarding migrant workers. The cultural and educational level of the older generation of migrant workers is relatively low, and their labor skills are single. After returning to their hometowns, due to their old age, it is more difficult to find employment. For older migrant workers who have surplus resources and a genuine need for employment, closed-loop services should be provided to improve the accuracy and effectiveness of public employment services for older migrant workers, and to ensure safety and skill training. We should establish a more comprehensive social security system, continuously expand the coverage of work-related injury insurance, pilot the participation of individuals beyond the legal retirement age, and secure the bottom line of living security for migrant workers. It should be noted that with the rapid development of the digital economy and platform economy, some new problems have emerged in employment management, supply and demand docking, and labor rights protection. This requires relevant departments to take multiple measures in standardizing employment systems, defining labor relations, and protecting the rights and interests of migrant workers, and to coordinate and follow up.
