According to the development trend of flood situation, the Ministry of Water Resources upgraded the emergency response for flood prevention in Beijing, Tianjin, and Hebei to level II at 12:00 on July 30th, and issued notices to the water conservancy departments of three provinces and cities and the Haihe Water Resources Commission to further arrange and deploy various defense work.
The water conservancy department dispatched water conservancy projects such as the Beiguan Hub of the North Canal, the Baiyangdian of the Daqing River, and the Huangbizhuang Reservoir to pre release and pre lower the water level to meet the flood. Li Guoying pointed out that the current flood control in the North Canal Basin has entered a state of "imminent danger". Li Guoying emphasized the need to strengthen the measures of forecasting, early warning, and rehearsal plans, use the "three lines of defense" of rainwater monitoring and forecasting, encrypt forecasting and rolling forecasting, accurately calculate the flood water level, volume, peak, and evolution process of each river section, and provide accurate information support for flood prevention work. We should follow the urban flood control concept of "rejecting, bypassing, and discharging", fully leverage the "combination fist" role of the basin flood control engineering system composed of reservoirs, rivers, embankments, and flood storage and detention areas, comprehensively consider the upstream and downstream, left and right banks, and main and tributaries, comprehensively analyze incoming water, storage, diversion, and discharge, finely study the boundary conditions, working conditions, and impacts of engineering application, and accurately determine the timing, sequence, and flow rate of application. The Shisanling Reservoir should fully play its role in flood control and peak shaving while ensuring the safety of the dam and reservoir area. The Songzhuang flood storage and detention area should be prepared for flood diversion and use in a timely and decisive manner, and make every effort to reduce downstream flood control pressure. The Beiguan Hub should take the North Canal as its core, take into account the transportation of the Huihe River and the tidal reduction of the river, and quickly determine the scheduling and application plans to cope with different risk combinations, achieving scientific scheduling, systematic scheduling, and safe scheduling. The Tumen Tower hub needs to accurately divert floodwater based on the upstream inflow and downstream North Canal channel, Qinglongwan Jianhe River channel's flood discharge capacity, and the operating conditions of the Dahuangbaowa flood storage and detention area. The Dahuangbaowa flood storage and detention area should comprehensively inspect the preparation for operation and improve personnel transfer and evacuation plans. We need to increase inspection efforts on river embankments, pre arrange emergency personnel, materials, and equipment in advance, and strictly prevent embankment breaches.
