According to data from the Department of Agriculture and Rural Affairs of Henan Province, as of 17:00 on June 9th, 81.41 million mu of wheat had been harvested, accounting for approximately 95.5% of the province's wheat planting area; The summer sowing area is 35.03 million mu, accounting for 38.5% of the expected summer sowing area.
Full effort to seize: Party members go down to the front line, and people stop working without stopping
Nanyang City was one of the first mature wheat producing areas. Recently, the local rain stopped and the weather cleared. In Gaoping Town, Huaxian County, Anyang City, party members and cadres went to the village to check the surplus and shortage of agricultural machinery in each village three times a day, uniformly dispatch the harvesting equipment throughout the town, ensure that people stop working without stopping, and also do a good job in traffic, electricity, emergency and other safety measures to ensure the rapid harvest of mature wheat.
Party members and cadres of enterprises and institutions directly under the Henan Province actively participate in wheat harvesting. The party member assault team of Sinopec Zhoukou Petroleum Branch quickly arranged for the required oil and contacted vehicle maintenance personnel after receiving help. They rushed overnight to Didong Village, Tanzhuang Town, Shangshui County, Zhoukou City, and solved problems such as harvester malfunction and oil shortage in just half an hour.
Drying and drying: taking multiple measures to minimize losses
On June 3rd, the Ministry of Finance urgently issued 200 million yuan in agricultural production disaster prevention and relief funds to support Henan Province in carrying out agricultural machinery harvesting operations in disaster stricken wheat fields, drying harvested damp grains, and other disaster reduction work, in order to minimize losses in grain production due to disasters.
In various parts of Huaxian County, all vacant land such as village cultural squares and school playgrounds have been cleared for villagers to dry their food. Henan Province Reserve Grain Management Group has opened 22 free drying farms, with a drying area of over 140000 square meters; Provide 14 grain picking machines, 16 grain unloading machines, 2 cleaning centers, and 1 dryer; Free provision of tools such as tarpaulins and plastic sheets, as well as loading and unloading, food and accommodation services. At the same time, four technical service teams were established to organize backbone forces to go deep into the fields, promote scientific grain storage measures, and provide free pre cutting inspection, wind selection, screening, color selection and other services to grain farmers, promoting wheat upgrading and making every effort to help farmers reduce losses and increase income.
How to deal with the insufficient wheat dryer? Banjiaolou Village, Xihua County, Zhoukou City, replaced it with a chili dryer and quickly dried over 100000 kilograms of wheat. "We organized the villagers to seize the opportunity to harvest and provide free drying for the villagers," said Ma Bensheng, the first secretary stationed in the village.
Wangfeng Agricultural Machinery Cooperative in Xiaolaojia Village, Huayuan Township, Minquan County, Shangqiu City, worked overtime in drying operations, and the people and machines were operating at full capacity, reducing the moisture content of wheat from 30% to 13.5%.
"If the moisture content is below 13.5% and meets the quality standards, we will enter the warehouse as soon as possible and carry out scientific management." Wei Fang, Deputy General Manager of China National Grain Reserves Ningling Direct Warehouse Co., Ltd., introduced that the moisture content of wheat stored in the warehouse will gradually stabilize below 12.5% through technology such as grain surface capping, internal flow temperature control, and air conditioning temperature control. The directly affiliated warehouse has also established a party member assault team, which is obligated to assist farmers with insufficient labor in sun drying and grain sales.
Collection, storage, and claims settlement: providing farmers with a "reassuring pill"
Can damaged wheat still be purchased? Recently, the Grain and Material Reserve Bureau of Henan Province, together with the Provincial Department of Finance and other departments, issued a notice on further improving the purchase of summer grain, clarifying the principles for identifying and disposing of damaged wheat, and requiring all regions to conscientiously implement the "Henan Province Management Measures for the Disposal of Excess Grain" and properly carry out the purchase work.
"For wheat that meets the edible standards, actively organize production and sales coordination, guide the implementation of market-oriented procurement; for excessive wheat that can only be used as feed and industrial grain, the local government will classify and purchase it, strictly prevent unqualified grain from flowing into the grain market, and maximize the protection of the interests of grain farmers." said the person in charge of the Henan Provincial Grain and Material Reserve Bureau. Recently, various regions in Henan province have successively released procurement methods and guidance prices for sprouted wheat.
How can severely affected farmers provide a bottom line? The Henan Provincial Department of Finance has issued a notice on doing a good job in wheat insurance claims for 2023, requiring financial departments at all levels and agricultural insurance underwriting institutions to timely and efficiently handle wheat insurance claims, ensuring the stability of production and life for affected farmers. Require all underwriting institutions to mobilize manpower and material resources, establish a fast green channel for claims, provide multi-channel reporting channels, formulate compensation plans, achieve full compensation, and help farmers resume production as soon as possible. By strengthening communication and connection with local wheat underwriting institutions, establishing an information sharing mechanism, and continuously creating conditions for survey claims and loss reduction for farmers.
"We require that claims must be settled 7 days after acceptance," Yuan Yuan, a staff member of the Linying County Branch of Zhongyuan Agricultural Insurance, told reporters. Currently, the company covers 154 villages in 6 townships, with a planting area of about 267000 acres. It has received more than 900 reports, involving 10600 households, and is expected to pay compensation of 22 million yuan.
