In terms of technological support for the construction of "dual carbon", China continues to make efforts in scientific and technological innovation, and breakthroughs have been made in supporting technologies for the "dual carbon" goals. The synergistic effect of economic development and pollution reduction and carbon reduction is becoming increasingly prominent.
However, it is also important to be aware that the structural, root cause, and trend pressures on China's ecological environment protection have not been fundamentally alleviated. For example, there is insufficient reserves of major green and low-carbon strategic technologies, some fields are constrained by others, the synergy between the innovation chain and the industrial chain is insufficient, and the technology conversion rate is not high enough. In this regard, it is necessary to plan and promote related work with a higher position, broader perspective, and greater efforts. In terms of technological innovation, multiple measures need to be taken to focus on tackling key core technologies and continuously solidify the supporting position of scientific and technological innovation for "dual carbon".
We need to strengthen basic research and cutting-edge technology layout. Strengthen the research on fundamental theories and methods related to addressing major scientific issues such as climate change processes, ecosystem carbon cycling, and greenhouse gas management, including the causes and impacts of climate change, ecosystem carbon sinks, and greenhouse gas emission assessment and accounting. Focusing on disruptive, revolutionary frontiers and cross disciplinary fields, benchmarking international standards and leading levels, and orderly deploying fundamental and forward-looking scientific research in the field of green and low-carbon. Adhering to the goals of "dual control" of energy consumption and carbon emissions, aiming at green and intelligent development of fossil energy, clean and low-carbon utilization, large-scale utilization of renewable energy, and construction of new power systems, we will deepen basic research on application.
We also need to strengthen the cultivation of innovative talents and the construction of innovative capabilities. Support universities, research institutes, and vocational colleges to establish green technology related majors, cultivate talents in green technology innovation and high-quality technical skills. Optimize and promote the layout of national key laboratories, national engineering technology research centers, national technology innovation centers, and national energy research and development innovation platforms in the field of green technology, and support the establishment of a number of public service platforms such as enterprise incubators and maker spaces that focus on green technology innovation. Select green and low-carbon technology enterprises from national high-tech enterprises, technology-based small and medium-sized enterprises, national technology contract registration enterprises, and technology import and export contract registration enterprises, and guide the aggregation of various innovative elements.
Accelerating the transformation and application of green technologies is also necessary. Several national green technology trading platforms should be laid out and constructed based on the advantages and application needs of regional green technology development. Establish a sound management system for green technology trading platforms, improve mechanisms for basic screening, technical evaluation, supply-demand matching, transaction commissions, intellectual property services, and protection, and enhance the level of green technology trading services. Focusing on energy conservation and carbon reduction, clean energy, resource conservation and intensive recycling, environmental protection, and ecological restoration, advanced and applicable green technologies will be selected in a timely manner, and a green technology promotion catalog will be released to clarify the scope of technology use, core technology processes, main technical parameters, and comprehensive benefits.
