The industrial chain and supply chain cannot be disconnected at critical moments, which is an important characteristic that a great country's economy must possess.
In recent years, the century long changes have accelerated, the geopolitical situation has been tense, multiple global crises have overlapped, and some countries have openly advocated for division and confrontation, continuously increasing their efforts to decouple and exacerbating the risk of chain breakage. The international environment faced by China in building a modern industrial system can be described as complex and complex. At the same time, the global industrial division of labor has been deeply adjusted, leading to new development trends such as inward contraction, localization transfer, and regional agglomeration. Countries are increasingly competing for the dominance of industrial and supply chains, and some even use various political and economic means to promote the layout of industrial chains back to shore, nearshore, and friendly. The demand for China to continuously improve the resilience and security level of industrial and supply chains is more urgent.
Integrity, controllability, and stability are essential for resilience and safety. In important areas and key industries related to national economy, people's well-being, and national security, it is necessary to have the ability to produce basic materials, manufacture equipment, supply components, and supply energy and raw materials; To occupy key core links, have discourse power, decision-making power, and leading power over the industrial and supply chains, and have shaping, controlling, and countermeasures; Can effectively withstand the impact of domestic and international accidental factors, emergencies, and adverse effects, and is not easily blocked, blocked, dropped, or even broken.
To achieve this goal, we still need to address some pain points and difficulties. The important task for the current and future period is to enhance awareness of risks, adhere to bottom line thinking, recognize the objective situation, identify pain points and bottlenecks, and solidly play a game of security and stability in the domestic industrial and supply chains.
At present, there are still many problems in some areas of China's industrial and supply chain, such as excessive reliance on imported core basic components, key technologies and equipment, and key basic materials, incomplete quality and technology foundation, and lack of common technological innovation system. There is a high risk of local obstruction or breakage. This requires focusing on the key industrial chain of the manufacturing industry, identifying key core technologies and weak links in components, concentrating high-quality resources to jointly tackle problems, promoting the supplementation of weak industries, the extension of advantageous industries, the upgrading of traditional industries, and the construction of emerging industries, enhancing the continuity and competitiveness of industrial development, striving for at least one alternative source for important products and supply channels, and forming a necessary industrial backup system.
The development of industrial and supply chains focuses on "point" and "chain" collaboration, improving their resilience and security level. Some enterprises need to strengthen upstream and downstream cooperation in the industrial chain to achieve a butterfly transformation from leading enterprises to "chain owners". However, from the perspective of development practice, there are not many such "chain owners" enterprises yet. Next, we need to accelerate the cultivation of "chain master" enterprises and key node control enterprises. By leveraging the driving role of "chain master" enterprises, we will support more small and medium-sized enterprises to integrate into the supply chain of leading enterprises, and promote high-quality development of the entire industry chain.
Although the external environment is complex and severe, we always insist on improving the resilience and security level of the industrial and supply chains through open cooperation. China will further integrate into the global industrial chain, supply chain, and value chain, actively expand foreign exchanges and cooperation, and work with other countries to seize new opportunities in the new round of technological revolution and industrial transformation. Together, we will build a safe, stable, smooth, efficient, open, inclusive, and mutually beneficial global industrial and supply chain system, so that development achievements can better benefit people of all countries.
