In recent years, the State Administration for Market Regulation has attached great importance to the integration of multiple annual reports for enterprises. Currently, it has achieved the integration of multiple annual reports with departments such as human resources and social security, commerce, and foreign exchange management nationwide. Relevant information can be filled out in one go and shared among departments, which is conducive to reducing multiple reports of enterprise information, significantly reducing the burden on enterprises, and reducing institutional transaction costs.
This year, the State Administration for Market Regulation has conscientiously implemented the Notice of the General Office of the State Council on the Pilot Reform Measures for Copying and Promoting Innovation in the Business Environment. It has implemented the "multiple reports in one" reform with the annual reports of tax departments in six pilot cities for business environment, including Beijing, Shanghai, Chongqing, Hangzhou, Guangzhou, and Shenzhen. Based on the accumulation of experience and effectiveness, it has guided other regions to refer to and learn from the experience and practices of pilot areas in combination with local realities, and has successfully piloted in many places such as Hebei, Jiangsu, Zhejiang, and Shandong.
At present, the following two submission modes are mainly adopted: one is the "one-time login, one-time filling" mode, where enterprises can fully complete market supervision and tax annual reports by logging in to any system once; The second is the "data sharing and result sharing" model, where enterprises fill in relevant information from the tax department and the tax department pushes the information to the market supervision department.
The first model adopted by the market supervision and tax authorities in Zhejiang province this year is the integration of multiple reports. Through mutual recognition of user systems, integration of annual report pages, linkage of filling processes, and repetitive field association mode, it is ensured that the legal representative, financial manager, and tax officer of the enterprise can fully complete market supervision and tax annual reports by logging in to any system once. This move will also achieve the promotion of "joint management" through "joint reporting", focusing on conducting spot checks on enterprises with abnormal annual report data through cross departmental joint double random supervision, optimizing regulatory resources, and improving the accuracy and effectiveness of supervision. Zhejiang has reduced 62 duplicate data items in annual reports of enterprises and 71 duplicate data items in annual reports of foreign-invested enterprises through the integration of multiple reports. In 2022, 2.433 million enterprises completed the integration of multiple reports, accounting for 95.1% of eligible enterprises.
Hebei, Jiangsu, Shandong and other regions mainly adopt the second model. Hebei adopts the method of "data homology and information sharing". At the beginning of each year, the tax department shares the asset status information in the tax annual report with the market supervision department. The relevant information is automatically substituted into the filling process of the relevant enterprise annual report. After verification, confirmation, adjustment, and modification based on the actual situation, the enterprise completes the submission and disclosure of the enterprise annual report within the prescribed time limit in accordance with the law. Jiangsu supports enterprises to independently choose whether to carry out "multi report integration". For enterprises that choose "multi report integration", the provincial tax department is authorized to provide relevant information to the provincial market supervision department through data sharing. The two departments regularly conduct data comparison work to avoid data omissions and omissions. As of now, 600000 enterprises in Jiangsu Province have filled out their annual reports through the "multiple reports in one" method, accounting for 26.64% of the same period's annual reports. Enterprises that choose "multiple reports in one" have higher data quality in their annual reports. This year, Shandong supports all types of business entities in the province to automatically obtain relevant information from the tax department through authorization. The authorization adopts the principle of "one-time authorization for lifelong use" to maximize the convenience of the annual reports of business entities.
Next, the State Administration for Market Regulation will steadily and effectively promote the integration of multiple annual reports, enhance the level of annual report integration, promote the high-quality development of annual report work, and lay a solid foundation for building a credit supervision mechanism that adapts to new situations, tasks, and requirements.
