Recently, the National Development and Reform Commission held a press conference to introduce recent measures to promote the development of the private economy. The relevant leaders of the National Development and Reform Commission stated at the press conference that they will promptly launch the revision of the fifth version of the negative list of market access, continue to promote the reduction of list items, and create a more fair and healthy market environment for the growth and development of the private economy.

Less than two weeks after the release of the Opinions of the Central Committee of the Communist Party of China and the State Council on Promoting the Development and Growth of the Private Economy, the National Development and Reform Commission, in conjunction with relevant departments, jointly issued the Notice on Implementing Several Recent Measures to Promote the Development of the Private Economy. As a supporting measure, the "Several Measures" start from the needs of the private economy, adhere to a problem oriented approach, propose 28 specific measures, and focus on promoting the continuous elimination of market access barriers, the comprehensive implementation of fair competition policy systems, and the legal protection of the property rights of private enterprises and the rights and interests of entrepreneurs. These measures not only demonstrate the firm attitude of relevant departments to "strive for practical application and short-term results", but also clarify the focus of work for the next step of promoting high-quality development of the private economy.

The private economy is an important force in promoting China's economic and social development. Since the 18th National Congress of the Communist Party of China, the Party and the state have attached great importance to and strongly supported the private economy. The continuous release of reform dividends and the continuous optimization of the development environment have promoted the steady growth of the private economy. Between 2012 and 2021, the number of private enterprises in China increased from 10.857 million to 44.575 million, doubling. As of the end of March 2023, private enterprises in China accounted for 92.3% of the total number of enterprises. To continuously create a better development environment for the private economy, we cannot ignore market access, which is the core link for the private economy to engage in market activities. The Opinion of the Central Committee of the Communist Party of China and the State Council on Promoting the Development and Growth of Private Economy proposes the requirement of "continuously breaking down market access barriers". The first item in the "Several Measures" released this time is "promoting fair access", and 10 specific measures are detailed and deployed under this item, accounting for nearly one-third of all 28 measures, indicating its importance. In recent years, a series of policies have been introduced to relax the access of private enterprises and break down entry barriers, achieving certain progress. From the comprehensive implementation of the negative list system for market access, the establishment of a "national one list" management model, to the establishment of a collection and notification system for typical cases that violate the negative list for market access, adhering to the principle of "discovering and eliminating one case at a time", focusing on the rectification of typical cases, and finally deploying special governance for prominent problems in the field of engineering construction bidding, etc. It can be said that a series of measures have accurately targeted the difficulties and obstacles that hinder fair access. The continuous accumulation of rectification results demonstrates the country's firm determination to continuously create a fair and healthy market environment.

In addition to fair access, the achievements of the construction of a unified national market, the reform of factor marketization allocation, and the construction of a private investment environment all have a significant impact on the development of the private economy. Promoting the development and growth of the private economy is a systematic project that involves a wide range, a long policy chain, and multiple work links. It requires collaborative efforts from multiple dimensions, such as building a unified national market and continuously optimizing the private investment environment, without leaving any blind spots.
