"The early warning and dissuasion work mainly targets the masses who may be facing electric fraud or have a high risk of being deceived. The effective implementation of early warning and dissuasion measures directly affects whether fraud can be stopped in a timely manner and the loss of people's property can be reduced. In recent years, in response to the high incidence of electronic fraud and new characteristics and methods, local police have focused on pre warning and dissuasion, innovated technical warfare methods, and classified potential victims of fraud according to risk levels. From the current warning and dissuasion work, it can be seen that there are still cases where fraudsters guide victims to refuse or refuse to obey police advice, resulting in the inability to stop fraudulent activities in a timely manner.

The early warning and dissuasion work involves a wide range of areas and requires joint efforts from all sectors of society

Police officers from Jinshan Branch of Shanghai Public Security Bureau and village committee staff in their jurisdiction met to dissuade a victim of electronic fraud. Originally, Ms. Wang from Jinshan District was induced by fraudsters to enter the brushing group and engage in part-time brushing. Targeting potential victims, multi-party face-to-face persuasion enhances the effectiveness of fraud prevention. In recent years, public security organs in various regions have actively mobilized community workers and grid workers to participate in anti fraud work, and established volunteer teams for anti fraud propaganda and prevention in communities, villages, enterprises, universities, and other areas. They have built a prevention and control system that relies on grassroots mass organizations and covers basic frontline units, continuously creating a social atmosphere of full police anti fraud and nationwide anti fraud.
Strengthen the application of big data technology, improve the accuracy of early warning and dissuasion effect
"When receiving a warning and dissuasion task, the backend automatically transfers low-risk and medium risk warnings to the dissuasion robot, realizing the system to automatically call for dissuasion. For emergency or abnormal situations, manual dissuasion will continue to be used." It is understood that since the beginning of this year, the Wuhou District Branch has received thousands of daily telegraphic fraud warnings, requiring dozens of police officers to carry out telephone warning work every day. In order to effectively improve efficiency, the Wuhou District Branch is empowered by technology and uses robots to intelligently dissuade daily warning messages, enabling police officers to break free from busy phone warnings and engage in face-to-face dissuasion warning work.
"In the past, police officers spent an average of 6 hours per day on phone calls to dissuade, most of which were low-risk warnings. Now, with robots, police officers can devote more energy to effective face-to-face dissuasion for high-risk warnings." Li Leiyi introduced. Since the beginning of this year, the effective dissuasion rate of Wuhou District Branch has reached 63.82%, with a dissuasion amount of over 11 million yuan.
Public security research and development in various regions have launched the "Early Warning Portrait" application, which uses big data classification to collect spatiotemporal data of electric fraud cases and basic data of victims in their jurisdiction. It generates a heatmap of electric fraud cases, displaying the types of high incidence cases, methods of committing crimes, common occupations and age distribution of vulnerable groups in different regions in recent times, providing accurate information for frontline police officers to carry out early warning and dissuasion.
