In the first half of the year, the total import and export value of Shanghai ports exceeded 5 trillion yuan for the first time, reaching 5.16 trillion yuan, accounting for 25.7% of the country's import and export scale, and maintaining its position as the largest port in the country. On one hand, Shanghai continues to use its policy advantages to build a highland for inspection and maintenance, occupying the high-end "smile curve" of the manufacturing industry. On the other hand, many overseas automotive brands are collectively taking Shanghai as a gateway and exporting to the world. Since March this year, several batches of vehicles, including Suzuki from India and Mazda from Japan, totaling tens of thousands of vehicles, have arrived in Shanghai for temporary storage in the Yangshan Special Bonded Zone, and then rushed to their final destinations in South America, Africa, and other regions in batches.

These cars from different places of origin and markets may stay in Shanghai for as short as two weeks or as long as a month, seemingly taking a detour, but in reality, they are a financial expense. The person in charge of the logistics monitoring department of Yangshan Customs told reporters that the direct route resources between the origin and destination of these batches of cars are tight. In the past, they could only go to some hub ports for transshipment, but the entry and exit declaration procedures are not simple. After the establishment of the Yangshan Special Comprehensive Bonded Zone in May 2020, a customs supervision system marked by "first line clearance" was implemented. Goods that do not involve certification or inspection are directly allowed to pass through the first line. In addition to bonded maintenance and inbound and outbound distribution services, key industries such as remanufacturing have also taken the lead in sprouting in Shanghai. Shanghai Zhenhua Heavy Industry has been exporting port machinery since 1992, with a global market share of over 70% for shore bridge products. It has provided over 10000 port machinery equipment to more than 100 countries and regions. In recent years, many of Zhenhua's old Hong Kong aircraft overseas are about to or have exceeded their service life. If these "big guys" are brought back, they can be repaired and remanufactured upon entry, revived at full health, and then exported for service, with an additional 20 years of service.

However, "old port machinery" was previously explicitly included in the category of national import restrictions. To this end, Shanghai Customs, together with the Shanghai Municipal Commission of Commerce, the Municipal Commission of Economy and Information Technology, and others, jointly studied the plan and actively applied to the Ministry of Commerce. After multiple efforts, the Ministry of Commerce finally approved the entry maintenance and remanufacturing of Zhenhua Heavy Industry's old port machinery. As a result, while European and American countries are requesting Zhenhua Heavy Industry to phase out old port aircraft, they are also proposing to purchase new port aircraft. Some ports in Africa, Southeast Asia, and other regions can also seek Zhenhua Heavy Industry to purchase high cost performance repaired and remanufactured port aircraft.

After Zhenhua's old port machinery completed its "home journey", the State Council recently issued a document clarifying its support for pilot projects in key industries such as Shanghai, Guangdong, and Hainan to import remanufactured products. Now, Shanghai is promoting the second-hand car sales and maintenance center project, conducting feasibility studies with a cautious and inclusive attitude, and preliminarily formulating regulatory plans to strive for the project to be implemented as soon as possible.

The vast majority of these new forms of foreign trade occur within free trade zones. According to statistics from Shanghai Customs, in the first half of the year, the import and export of the Shanghai Free Trade Zone amounted to 1.1 trillion yuan, accounting for more than half of the total import and export value of Shanghai's foreign trade, and contributing more than 80% to the growth of Shanghai's foreign trade.
