Don't let the burden reduction go into vain. Jun Zhengping Studio: Be wary of the resurgence of formalism among grassroots cadres | Work | Formalism
This fully sends a strong signal that the central government is increasing its efforts to rectify formalism.
As the saying goes, "a thousand lines at the top, a needle at the grassroots level." The grassroots level is the "last mile" of implementing the decisions and deployments of the Party Central Committee, the terminal and peripheral of promoting reform and development, and also the place with the most contradictions and work pressure. Undoubtedly, in recent years, the Central Committee of the Communist Party of China has vigorously cracked down on formalism to reduce the burden on the grassroots level, effectively solved some prominent problems, and put an end to some unhealthy practices. Some grassroots cadres have been liberated from the cumbersome formalities, cultural mountains and seas, and welcoming and sending, focusing on their responsibilities and implementing them.
But there are also some places and departments that will reduce the burden in a mere formality, and even give rise to the phenomenon of "variation", which is deeply criticized at the grassroots level. For example, the number of pressure reduction meetings may be small, but often one will be held with several meetings, and one theme includes several themes, which is jokingly called the "Russian nesting doll" meeting; For example, when reducing files, red headed files are missing, while white headed files, phone notifications, and WeChat group notifications are flying everywhere. Some people send notifications today and have to report their implementation status tomorrow; For example, using information technology to reduce the burden has become more convenient, but the burden has become heavier. In the WeChat work group, people can be @ at any time, including tracking numbers, filling out forms, creating accounts, recording systems, checking in, taking photos, uploading... Many grassroots workers mock themselves as "cousins" or "cousins". Faced with the formalist transformation and renovation brought about by the reduction of workload, some grassroots cadres also suffer unbearably. In order to complete the so-called work tasks, they have no choice but to use documents to implement documents, meetings to implement meetings, and forms to cope with forms.
The state of a cadre's performance largely determines the state of their career presentation. Grassroots organizations are at the forefront of mass work, with a myriad of tasks and arduous tasks. Every task is related to the immediate interests of the masses. This requires grassroots organizations and cadres to go light and concentrate their time and energy on practical recruitment, practical work, and practical results. If these formalistic expressions are allowed to erode the grassroots, occupy a lot of time and energy of grassroots cadres, then the policies and work implemented by the Party and the state will either be suspended in the air and cannot be left behind; Either "stopping on the road" and arriving late without implementation will only hinder the development of the Party and the people's cause, affecting the sense of gain and happiness of the masses.
Ultimately, the reason why reducing workload is difficult is rooted in an improper ideological and work style, a lack of solid work style, and a serious departmental centric ideology. Lack of overall coordination among various departments, each blowing their own horn, singing their own tune, and each requiring their own "accounts", excessive and frequent inspections and assessments, leaving excessive marks, and rushing to the grassroots level to find "display" and "presence", has led to the emergence of formalism and bureaucracy, and the resurgence of cultural and ideological trends, resulting in a serious burden on the grassroots level.
The drawbacks of formalistic bureaucracy are not something that can be overcome in a day, and reducing the burden on the grassroots at its root is also not something that can be achieved in a day. The key to truly reducing the burden at the grassroots level lies in whether leaders and institutions at all levels are well coordinated. The complex tasks and intricate work can only be avoided by diverting water from upstream to downstream and grassroots by closing and diverting from the source. When deploying tasks and arranging work at all levels, it is advisable to have more empathy and seek truth from facts, fully consider the actual situation at the grassroots level, distinguish the importance and urgency, and avoid adding layers of complexity. If it is necessary to delete, then delete, then withdraw, and if it is necessary to combine, then reduce. At the same time, we should dare to delegate and return power to the grassroots level, and transfer more resources, services, and management to the grassroots level, so as to minimize pressure and resistance, and increase motivation and vitality at the grassroots level.
Of course, delegating power does not mean transferring or shifting the responsibility that superiors should bear to the grassroots. In real life, some agencies verbally say that they will no longer increase the burden on the grassroots, but blindly shift the pressure and responsibility to the grassroots, and are eager to sign a "responsibility certificate" with the grassroots in order to become their own "exemption form" in the future. This seems to be forcing grassroots officials to take on responsibilities, but in reality, it puts too much pressure on grassroots cadres. Many grassroots cadres have reported that we are not afraid of hardship or overtime, but are afraid of filling the well with snow and working in vain; We are not afraid of taking responsibility, not afraid of accountability, but afraid of blindly taking responsibility and being held accountable at will. This requires all levels and departments to reduce the "one size fits all" approach, sign fewer "responsibility letters", and handle fewer "veto votes". Grassroots cadres should not be burdened with the ideological burden of "doing nothing for nothing once something happens". We should increase positive incentives, encourage responsible actions, and build grassroots into a land of knowledge, responsibility, and diligence, establishing a clear direction of emphasizing practical work, performance, and responsibility.
Formalism is the enemy of realizing the Party's mission and tasks in the new era and new journey. It is necessary to deeply explore the root cause, identify the crux, accurately correct it, and enhance its effectiveness. The rectification of formalism to reduce the burden on the grassroots requires continuous efforts and long-term achievements. We must adhere to the principle of inward cutting, leading from above, and addressing both symptoms and root causes. Only by truly reducing the burden on the grassroots, freeing grassroots cadres from some meaningless affairs, and jumping out of some idle internal competition, can they light up and leap forward, take on their responsibilities without distraction, and truly focus on practical work. In a relaxed atmosphere, they can unleash more creative vitality and innovative motivation, and do practical and good things for the people.
